On Tuesday, February 4, 2014, we met at the above -referenced property where you requested that I
evaluate the existing trees and make recommendations for their disposition.
You reported that you are proposing to construct a building with underground parking on this site. In
order to do so, all trees will need to be removed. You are also proposing to remove one tree in the
public right-of-way to allow for access to the parking garage.
I noted only three existing trees on the site and two in the public right-of-way. Using the survey you
provided, I have marked their approximate locations and numbered them #1 through #5, respectively.
A spreadsheet containing the species, size, and condition data for these trees is attached, and can be
used as the "tree legend" on the survey. Each tree is specifically addressed below:
Tree #1
Tree #1 is a royal Poinciana (Delonix regia) proposed to remain. It is in fair to good condition, with a
few wounds on the trunk and buttress roots.
Tree #2
Tree #2 is a pongam (Pongamia pinnata) proposed for removal to facilitate garage access.

The tree's crown is currently healthy, but there is evidence of two fungal diseases on the trunk.
Corky bark disease first presents with rough, bumpy lesions on the bark and eventually causes a slow
decline in overall tree health, ultimately causing its decline. At this time, it is not causing any
significant decline in this tree, but can be expected to worsen over time. There is no effective cure or
Of more immediate concern is the presence of a type of white rot fungus, probably Inonotus sp.,
infecting a wound at the base of the trunk. The photo below, left shows the basal trunk wound with
the orange -colored fruiting structure of the fungus in the lower right-hand corner of the wound. A
close-up of the fungus is seen below, right.

White rot fungi cause decomposition of the tree's cellulose, causing a loss of stability and vascular
function. This infection will ultimately lead to tree decline and create a risk of trunk failure
(breakage/toppling). There is no effective cure or treatment for this disease.
Neither of these diseases is likely to cause an immediate failure, but removal of the tree now to
facilitate construction, and mitigation using replacement trees is a reasonable alternative.
Tree #3
Tree #3 is a live oak (Quercus virginiana) located on the west side of the existing structure,
immediately adjacent to the concrete wall and stairway. It has a trunk diameter at breast height of
31.4 inches and is approximately 40 feet in overall height. The trunk is S-shaped and the branches on
the west side have all been cut back, almost to the trunk. Consequently, the crown is one-sided, about
35 feet wide, and almost all of it is directly over the roof of the existing building. There are some
,e from 1 to about 8 inches in diameter.
This tree is proposed for removal to allow for construction of the underground parking. It is too large
and heavy to retain on top of the garage. There is no place on-site to relocate it and its large one-
sided crown covers a large central portion of the lot. It is too large and unusually -shaped to feasibly

transport it off-site, as it would require extensive measures to lift and carry it, and powerlines, traffic
lights, and other utilities would need to be temporarily removed for clearance. Also, due to its crown
shape, it would be difficult to balance it in an upright position until it re-established a full root
system; it would be highly prone to toppling during the establishment phase; which could ber two - -
years or longer.
Another concern is that about half of the root system is likely beneath the building. The building
would need to be demolished first, then the tree root -pruned for at least 12 to 16 weeks before moving
it.
There does not appear to be any way to retain this tree in this location and proceed with the planned
construction. The tree is not a good candidate for relocation, therefore, removal is the only feasible
option.
Trees #4 and #5
Trees #4 and #5 are both Norfolk Island pines (Araucania excelsa = A. heterophylla). They measured
, and tree #4 has two leaders due to a previous topping cut.
This species is considered to be an undesirable landscape tree because it gets exceedingly tall. The
wood is very resinous and heavy, and should the trunks break, there is usually a high risk of damage
or injury to property or people. Tree #4 has two codominant leaders that are prone to splitting and
this could be considered a hazardous condition.
Historically, this species has been listed by Miami -Dade County and the City of Miami as a
prohibited species. The City of Miami requires tree removalpermits for prohibited species but
mitigation is waived. There have recently been some changes in the Code and I am not sure if this
species is contained on the prohibited species list the City is currently referencing.
I recommend removal of both of these trees, regardless of whether or not they are listed as a
"prohibited species".

proposed disposition for each. -
