Dear Commissioners, I had hoped to speak about the above referenced issue on October 29, but
the item was deferred and I am now out of the country. So, I hope you will have a moment to
consider my thoughts.
I have met with the Buena Vista East Historic Neighborhood Associations's board to voice my
concerns about the Association's decision to appeal the HEPB's decisions regarding Mr. Benitah's
project. I strongly support Mr. Benitah's project and urge you to turn down the Association's
appeal.
I am a practicing architect and I was the director of the Miami Art Museum during the
architect selection and the design processes for the new waterfront museum. Prior to that, I was
Chief Curator for Architecture and Design at the Museum of Modern Art in New York. As such, I
have spent much of my professional career making careful evaluations on the merits of works of
architecture, both proposals and existing structures.
The Historic and Environmental Preservation Board made the correct decision in declining to
protect the two existing properties. The structure at 191 NE 45th Street is a dilapidated
and substandard. A warren of tiny living units, it would never meet the city's requirements for
construction or occupancy today. The adjacent property is less offensive, but truly ordinary and
not worthy of landmark protection. It also has a serious flaw in that access to the
tenants' parking area is on 2nd Avenue. Cars cross over the pedestrian sidewalk as they try to get
out of or into the (unfortunately) high speed traffic on 2nd Avenue. This is dangerous and all too
common in Buena Vista. The attached map shows the nearby street crossings with stop signs in
red. The misalignment of many of these E -W streets causes traffic problems. However, the
number of mid -block access points (yellow triangles) makes the problem much greater.
Mr. Benitah's project proposes to address this problem by having all automobiles exit the parking
area on the side street. There is far, far less traffic on the side street and drivers will have to pull
up to the stop sign before entering 2nd Avenue. Pedestrians are protected by a crosswalk. This
arrangement is, in fact, quite typical for Buena Vista. On the map attached, all of the rectangles
in red are multi -family structures (most with ground floor commercial space) and parking off the
side street.
I have lived in Buena Vista for 8 years. My house is across the street from a structure with ground
floor commercial spaces, multiple residential tenants above and parking behind. I have never
seen an accident or near -accident, and there is no negative impact on the level of traffic on my
street. In fact, when it rains and some sidewalks flood, I usually walk down the middle of the
street to keep my feet dry. I rarely ever have to move for a passing car or truck.
The Buena Vista neighborhood has many diverse styles of buildings. The largest distinction is
between those on the residential E -W Streets and on 1st Avenue NE. The structures on 2nd
Avenue and Miami Avenue are much more commercial in nature. It is my opinion that the
proposed design would be a very handsome addition to the commercial buildings that are part of
the neighborhood. The relatively small scale of the development is encouraging, especially when
big -box retail projects are being proposed for sites not so far from Buena Vista. The two levels of
multi -family housing will have the first new apartments to be built in the neighborhood for a
very long time. Maintaining the neighborhood's tradition of multi -family housing units is a good
thing for keeping the neighborhood affordable and diverse
The developers are proposing, if I understand correctly, that the commercial storefronts have
zero setback on the eastern property line, which would keep them in line with the other
structures on the block. Urbanistically, I consider this to be a very good thing and I am surprised
that setbacks are even allowed in such a circumstance.
In closing, I repeat my support for Mr. Benitah's plans. There are few too developers who are
concentrating their efforts on smaller in -fill buildings, the type of buildings that build
strong neighborhoods, encourage street life and favor pedestrain traffic over automobiles.

Dear Commissioner Hardemon & Chief of Staff McQueen,
am writing this letter in support of the project 45 Buena Vista, located at 4510
NE 2nd Avenue. Miami. FL 33137. As owner and operator of Buena Vista Bistro
located at 4582 NE 2nd Avenue,
have been what many call a pioneer in the commercial interest of Buena Vista. I
opened the Bistro back in 2007, at a time when the corridor was economically
depressed, and when crime
was the norm. Since the opening of the Bistro, and subsequently Buena Vista
Deli as well as Buena Vista Chocolate & Wine, we have experienced a
renaissance and revitalization of the corridor.
We need only look to the development just south in the Design District, and to the
number of other businesses that have now called the corridor home, making it a
vital, attractive and people -
friendly area. With that all said, let me stress the importance of the continued
development of the corridor so that we do not end up with a gleaming beacon in
the Design District and without continued
development, a regressive commercial corridor just to the north along 2nd
Avenue. We need to have continuity to ensure continued economic vitality,
continued crime reduction and a place where
neighbors freely amble to enjoy a progressive commercial corridor.
45 Buena Vista will no doubt contribute greatly to the economic vitality, increased
property value, increased tax roll for the City and with the proposal of
underground parking, will provide
much needed parking that will most definitely help alleviate parking issues that so
badly plague the area now. We are confident that the project is and will continue
to serve as an economic and
aesthetic boost to the corridor.
And I'm writing not just as a business owner, fully vested in District 5, but also as
a register voter and homeowner residing at 50 NE 50 Terrace, who want to fully
realize the potential of an economically
viable district. I'm imploring you to support 45 Buena Vista as we are confident it
will be an undeniable asset in the progress of District 5.

1 have recently heard about the project located at 4510 NE 2nd Ave. As an owner in this "transitioning" neighborhood I welcome any positive
changes that will raise the value of my property, its why I wanted to give it my full support.
It is also a beautiful project that will provide much needed parking for the neighborhood.
I also wanted to point our that the businesses who are already operating at this location such as Buena Vista Deli are the heart of the
neighborhood and inflect a breath of energy to NE 2nd Ave.
I personally enjoy going there on the weekend but the building is in need of a severe update and the project proposed is doing so in a
marvelous way.
I hope that this project goes trough as we need it.

that item was deferred. As a resident of Historic Buena Vista, I am delighted that the project
will serve to further enhance our community. While I can appreciate the democratic process,
I am not in agreement with the Homeowner's Association filing an appeal of the HEPB's
decision. I support for most of what our Neighborhood Association has done for us but in
this matter, the Association does not speak for all of its residents.
I fully support the project and wish to have my support recorded. The Historical Board has
approved the project and many changes have been made by the architect to accommodate
our neighborhoods design requests. The Association has done a good job of protecting and
preserving the neighborhood, but I'm afraid it has got it wrong in appealing the HEPB's
decision. The insistence on having a parking entrance on NE2nd would not be in line with
all the other businesses on NE2nd but it will also cause potential traffic issues on NE 2nd
Ave as people try to enter/exit the building in this high traffic area. Additionally, while I am
a strong supporter of preserving the historical buildings that make up our neighborhood, it
has already been determined that these two buildings are "non-contributing" to the overall
historic makeup of the neighborhood.
Though I'd like to be at this hearing in person, in trying to chase or hold on to the American
dream, I have to work.
I strongly support 45 BUENA VISTA project as approved by the HEPB, and urge that you
uphold that decision.

Dear commissioners,
I would like to express my support for Project 45 BUENA VISTA, located at 4510 NE 2nd Avenue. I,
Sinuhe Vega, a resident of Buena Vista for 15 yrs, find this project to be incredibly tasteful and well
aligned with the future of this neighborhood. I think most of our commercial corridor is outdated and
they lack parking. Projects like this one , bring standard up to code and to the times. I understand that
there is some controversy, but that's to be expected. I'm confident that if we took a survey, most of the
neighborhood would be in favor of this project.
I was part of the renaissance of this neighborhood 14 yrs ago when I open the first gourmet cafe in
the are (Cane A Sucre gourmet sandwich bar). Then I was part of the birth of MIMO Historic District,
on Biscayne BLVD, and sat on the board for many years, as well as owning UVA69 Restaurant and
property. I'm currently working on the revival of Downtown North Miami, where I own property and a
restaurant. All of which shows that I have fought for preservation, but without ousting development.
We fight to bring project like this one.
This development is a gift to the neighborhood and should not be stopped.

Unfortunately I will not be able to attend the meeting regarding the project at 4510 NE
2nd avenue as I will be traveling to California.
My wife and I own a few properties around. 4330 NE 2nd avenue, next door where
Mandolin is and the house and the empty lot behind these properties. We have started purchasing
these properties in 2005 and have kept them since refusing many offers to sell.
The reason is that we really like this neighborhood. And I am convinced that the new
project in front of you can only be a huge enhancement to the neighborhood.
I also personally know Mr. Harry Benitah and I know he will do a great job. Not only in
the construction of this project but in his choice of possible tenants.
I hope this project will be gladly approved.

sadly that item was deferred. I'm an active property business owner of the Historic
Buena Vista since 1984, I also grow up in the neighborhood as a teenager since
1972 . I am delighted that the project will serve to further enhance our community.
While I can appreciate the democratic process, I cannot understand why the
Homeowner's Association has filed an appeal of the HEPB's decision. As a member
of the Association , I did not recalled any official meeting or any vote taken
concerning this matter from the Association to the members of the community at
large.
I fully support the project and wish to have my support recorded. The Association
has done a good job of protecting and preserving the neighborhood, but I'm afraid it
has got it wrong in appealing the HEPB's decision. We cannot afford to have the
Association purport to be the voice of all who live in the neighborhood. Though I'd
like to be at this hearing in person, but I have a law exam this afternoon. I'm trying
to chase and hold on to the American dream.

This is email is regarding the project 45 Buena Vista Project.
I am the partner of a Home Owner in Buena Vista. (Would prefer to remain anonymous). We had to acquire numerous permits and Historic
permissions to renovate our home. It would be great if other homes in the area would do the same, but that is not the case. IF they do
improvements, normally it is without the permits and partially completed. Now someone wants to do a project that is both
commercial/residential, good news right?
Unfortunately, the developer of 45 Buena Vista is having to deal with the same issues we did, but on a larger scale and the BVEHNA
Homeowners are questioning every detail.
If the buildings have been deemed non -Historic, and the project is not breaking "Miami 21 ", I am not sure why BVEHNA are fighting this
project except for:
-the parking entrance on 45th, though most cars will be entering from NE 2nd Ave. (Agree) 'BVEHNA is hoping to achieve one way streets
(except for 46th)
-that other developers will come in and want to tear down for other possibly bigger projects (oppose).
Will the neighborhood still keep its Historic charm with this building facing NE 2nd without a set back? (Yes). It is primarily facing NE 2nd Ave,
and needless to say a huge improvement compared to the existing buildings.
Honestly I believe if this project is blocked, another one will come up and the Homeowners will fight again. How long will the Homeowners
fight?
I love being a part of the neighborhood and BVEHNA, but am having concerns.

I understanding you will consider today an appeal of HEP Board
approval of a project called 45 Buena Vista. I have no connection to
the project, but I have seen the plans, support it, and hope you will
too.
The project will replace non-contributing buildings with a small,
3 -story, 12 -unit (plus some retail) building that complies with
zoning, is compatible in scale with the neighborhood, and is very
attractive.
More importantly, to kill this project would broadcast widely a
terrible message to all Miami small, local property owners who want to
improve their own neighborhoods, and whom you and many civic groups
are currently trying so hard to help.

I owns four properties in the Buena Vista Historical District, two commercial and two residential, located
between 43rd and 44th street and NE 2nd Avenue.
Concerning the project at 4510 NE 2nd avenue, I came to the last hearing commission to be able to state my
support, but it was postponed. I will not be able to attend the new meeting, and wanted to make sure you
receive my letter of support for this project.
I strongly support the HEPB decision to approve this project. This neighborhood has always had a cohesive
mixed used element and I find this project to be extremely tasteful and a wonderful addition to our
neighborhood.
As for the parking entrance issue raised by the opponents of this project, I would like to point out that all of
the properties on the NE 2nd Avenue corridor have their parking entrances on the corresponding "residential"
streets. To disallow this project based on that would be completely arbitrary.

I have lived in Buena Vista for over 13 years. I live/own the Art Deco bldg. on the corner of 44th

I have done more to Buena Vista's beauty and integrity and its socio structure than most of its
residents.

covering South and Latin America.

My name is Michel Bitton, i am a resident of District 5, leaving at Midtown
Condominium
I would like to give my support to Mr Harry Benitah and his project in Buena
Vista.
I am very familiar with the neighborhood, being an regular customers at the
different restaurants on NE 2nd avenue. I think that this area needs some great
improvement like this project. We are all very happy to see how great this area
have been developed and improved with the support of the City of Miami.
I understand that there is an appeal against that project, which to me does not
make any sense. This will only ad and aesthetic and economical value to the
neighborhood.
It also provide a parking solution which is an amazing upside to that area.
I hope that the board of Commissionner will be in favor of this project, and
will not be influenced by a loud minority that has been trying to stop every
projects.

I am writing you in support of the 45 Buena Vista project and wish for my support to be officially recorded. As a owner of property and resident
of Historic Buena Vista, I was more than happy with the project when I heard of it. The project will bring much needed value to our
neighborhood as well as clean up one of the last remaining dilapidated properties on NE 2nd Ave (I live less than 500 feet away from the
proposed site).
To be totally honest, I am actually confused as to why the Homeowner's Association has filed an appeal of the HEPB's decision. ALL of the
residents I have spoken to are in FULL support of bringing this project to our neighborhood. We are finally starting to revitalize our
neighborhood and stopping this project from happening would be a HUGE mistake.
I went to the hearing last week at City Hall and stayed there from 4pm to 10pm until we were told it would have to be re -scheduled. I would be
going this Thursday at 2pm, but unfortunately I have work commitments that I cannot re -schedule.
AS A DISTRICT 5 RESIDENT AND VOTER I STRONGLY SUPPORT 45 BUENA VISTA PROJECT AS APPROVED BY THE HEPB, AND
URGE TAHT YOU UPHOLD THAT DECISION.

Re: Appeal of HEPB Decision regarding 45 Buena Vista (4510 NE 2nd Avenue and

Dear Commissioners:
I had hoped to speak about the above referenced issue on September 29, 2014, but
sadly that item was deferred. As a resident of District 5 and neighbor of Historic
Buena Vista, I am delighted that Mr. Benitah's project will serve to further enhance
our community. While I can appreciate the democratic process, I cannot understand
why the Historic Buena Vista Homeowner's Association has filed an appeal of the
HF.PH's decision.
I fully support the project and wish to have my support recorded. We cannot afford
to have the voice of a few hijack the development and betterment of this section of
District S. Though I'd like to be at this hearing in person, in trying to chase or hold
on to the American dream, I have to work.
As a stakeholder I strongly support Mr. Benitah's project as approved by the IIEPB,
and urge that you uphold that decision.
