RESOLUTION NO. 24/2014
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE MIAMI
DOWNTOWN DEVELOPMENT AUTHORITY ("DDA") OF THE CITY OF
MIAMI, FLORIDA, ACCEPTING THE NOMINATING COMMITTEE'S
RECOMMENDATION NOMINATING CANDIDATES TO THE BOARD OF
DIRECTORS OF THE DOWNTOWN DEVELOPMENT AUTHORITY;
SAID NOMINEES TO BE SUBMITTED TO THE MIAMI CITY
COMMISSION FOR CONFIRMATION AS REQUIRED.
WHEREAS, the DDA Board of Directors amended and the City Commission approved Rules of
Procedures (By -Laws) on June 12, 2007 setting forth guidelines and procedures for appointments to the DDA
Board of Directors; and
WHEREAS, pursuant to said Rules of Procedures (By -Laws), the DDA Board of Directors formed
a Nominating Committee to identify and consider qualified candidates for possible appointment to the DDA
Board of Directors; and
WHEREAS, upon completion of the nominating process, the Nominating Committee
recommended candidates/nominees to the DDA Board for consideration; and
WHEREAS, the DDA Board accepts the recommendation of the Nominating Committee.
NOW, THEREFORE, be it resolved by the Board of Directors of the Downtown Development
Authority of the City of Miami, Florida.
Section 1. The recitals are true and correct and are adopted by reference and incorporated as
if fully set forth in this Section.
Section 2. "1 he DDA l toard of Directors hereby accepts the recommendation of the Nominating
Committee and nominates the following candidates to the Miami Downtown Development Authority Board of
Directors:
JOSE GOYANES, RE -APPOINTMENT
ALAN OJEDA, RE -APPOINTMENT

As per the City of Miami Charter and Code Section 14-52, the Miami Downtown
Development Authority Board of Directors is composed of fifteen members, one of
which may be appointed by the Cabinet of State. Participation on the DDA Board
requires a commitment of time and expertise to carry out the implementations of
projects supporting the DDA mandate; the economic development of downtown
Miami.
Mr. Neisen Kasdin was appointed by former Governor Jeb Bush (letter attached) and
has served at this capacity since 10/12/2006. His current term ends August 31, 2014.
Mr. Kasdin has served this Board as Vice -Chair, is highly respected in the
Downtown Miami community, devoted many hours to the mission of the Miami
DDA and made valuable contributions to the economic turnaround of the urban core.
Mr, Kasdin has agreed to continue for another term on the Board of Directors and
respectfully requests his re -appointment to fill the State Representative seat.

Neisen Kasdin serves as the office managing partner of
Akerman's Miami office. Neisen practices in the areas of land
use and zoning, public -private partnerships, local government
law, and procurement.
Neisen was involved in the revitalization of South Beach
through his service as chair of the Community Development
Corporation for South Beach and as a City Commissioner and
Mayor of Miami Beach. He is Governor and Trustee of the Urban
Land Institute. He currently serves as Vice Chair of the Board
of Directors for the Miami Downtown Development Authority
and as immediate past Chairman of the Board of Trustees of
the New World Symphony. Neisen has been recognized by

• Representation of client in regard to the Brickell CityCentre
project in downtown Miami. Project consists of two levels of
underground parking, approximately 535,000 s.f. of retail, 910
residential units, 290 hotel rooms, 77 serviced apartments, and
925,000 s.f. of office space. Project is the first "Special Area
Plan" under the Miami 21 zoning code.
• Representation of Miami Design District Associates in the
development of an over 1 million square foot retail district, in
Miami's Design District, to include top global luxury brands.
Akerman represents the client in all aspects of development
approvals, including vacating rights of way, re -plating and
zoning, and site plan approvals as Special Area Plan under
Miami 21.
• Representation of Developers Diversified Realty (DDR) and the
Midtown Miami Community Development District on the
development of Midtown Miami, a three million plus square foot
mixed -use development built on an abandoned rail yard in the
City of Miami. Representation included zoning and site plan
approval for a 645,000 square foot retail center and a binding
letter from the State Department of Community Affairs
avoiding the need for a Development of Regional Impact (DRI)
Review, and assistance with an Interlocal Agreement between
the City of Miami, Miami -Dade County, and the Community
Development District created by DDR and the residential
developer which involved $170 million incentive contribution
from the City and County toward construction of parking and
major public spaces.
• Representation of the developer in the Miami Worldcenter
project, a 30-acre, 12 million plus square foot mixed -use,
multi -phase development in downtown Miami, Florida. Advised
the developer in all aspects: drafting zoning and design
guidelines, developing strategies for DRI avoidance or
management such as legislative exemption or phasing within
area wide DRI, and negotiating and drafting a development
agreement to lock in zoning in exchange for public benefits.
• Representation of developers in numerous site plan and other
regulatory issues throughout South Florida.
