A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "2014-2015
VICTIMS OF CRIME ACT GRANT PROGRAM," CONSISTING OF A GRANT AWARD
FROM THE STATE OF FLORID,, OFFICE OF THE ATTORNEY GENERAL,
DIVISION OF VIGTIM SERVICES,.IN THE AMOUNT OF $32;467.00, AND THE
REQUIRED MATCHING FUNDS BY THE CITY OF MIAMI, IN THE AMOUNT OF
$8,117.00, IN THE FORM OF IN -KIND SERVICES TO BE PROVIDED BY THE CITY
OF MIAMI POLICE DEPARTMENT, FOR A TOTAL AMOyNT OF $40,584.0,0;
AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND TO
EXECUTE THE GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM, AND TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID
GRANT.
WHEREAS, the Victims of Crime Act ("VOCA") assistance grant program offers funding for use
in responding to the emotional and physical needs of crime victims, assisting victims in stabilizing their
lives after their victimization, helping victims to understand and participate in the criminal justice
system, and providing victims with a measure of safety and security; and
WHEREAS, the City of Miami ("City") submitted a VOCA grant application to the State of
Florida, Office of the Attorney General, Division of Victim Services, to fund services provided to crime
victims; and
WHEREAS, the City received notification awarding VOCA grant funds in an amount not to
exceed $32,467.00, to assist in funding crime victim services during the period commencing October
1, 2014, through September 30, 2015; and
WHEREAS, the VOCA grant requires the City to provide a twenty percent (20%) program
match derived from resources other than federal funds; and
WHEREAS, the funds awarded from this grant will be used to continue funding the City Police
Department, Victims' Advocate Program during Fiscal Year 2014-2015; and
WHEREAS, the Victims' Advocate Program is responsible for coordinating services in
response to emotional and physical needs of crime victims; and
WHEREAS, the City will provide the required 20% program match, in an amount not to exceed
$8,117.00, in the form of in -kind services by personnel of the City Police Department's Victims'
Advocate Program; and
WHEREAS, it would be appropriate for the City Manager to accept this grant award and to
establish a new Special Revenue Project entitled: "2014-2015 Victims of Crime Act Grant" for the
appropriation of said award;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2014-2015 Victims of Crime Act (VOCA) Grant
RESOURCES: State of Florida, Office of the Attorney General, $32,467.00
Division of Victim Services
City of Miami's Department of Police in -kind $ 8,117.00
services
APPROPRIATIONS: Victims Advocate Program $40,584.00
Section 3. The City Manager is authorized{1} to accept said grant and to execute the
necessary documents, in substantially the attached form, to implement the acceptance and
administration of said grant.
Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.(2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of (10) ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
