Sadowski Affordable Housing Act ("Sadowski Act"), which provides for the allocation of a portion of new and existing documentary stamp taxes on deeds on real estate transactions to local governments for the development and maintenance of affordable housing. The Sadowski Act provided a dedicated revenue source for affordable housing and created the State Housing Initiative Partnership ("SHIP") Program. Pursuant to Section 420.9072(2)a of Florida Statutes, a county or eligible municipality must submit to the corporation its Local Housing Assistance Plan ("LHAP") describing the local housing assistance strategies to be eligible to receive funds under the program. On November 21, 2013, pursuant to Resolution No. R-13-0448 the Miami City Commission approved a change to the Single Family Rehabilitation Program subsidy amount from $35,000.00 to $50,000.00; and subsequently approved an amendment to the 2013-2016 LHAP. The 2010-2013 LHAP also needs to be amended to reflect the change in the subsidy amount so that funds from those years can still be used for the new subsidy amount. The administration recommends the amendment of the City of Miami ("City") Local Housing Assistance Plan ("LHAP") for the period of July1, 2010, through June 30, 2013, as indicated in Exhibit "A", attached and incorporated.
