Purpose of Item: By a four -fifths (4/5ths), affirmative vote, pursuant to Section 18-92 of the Code of the City of Miami, Florida, as amended, after an advertised public hearing, ratifying, approving and confirming the City Manager's finding of a sole source; waiving the requirements for competitive sealed bidding procedures and authorizing the purchase, from Priority Dispatch, of software upgrades, new medical software and certification training for the Emergency Police Dispatch ("EPD") System, as well as the Emergency Medial Dispatch ("EMD) System for the Department of Police, in an amount not to exceed $345,908.00 for software upgrade and $45,600.00 for certification training, allocating funds from the Department of Police E-911 special revenue fund, Project 19- 196003, Award 1214, Account No. 12000.190351.531000 and account no. 12000.190351.554000; further authorizing the City Manager to negotiate and execute any agreement, after consultation with the City Attorney. Director Chief /, City Manager,f Th/24t Do, 1 ,-f') AGENDA ITEM SUMMARY FORM (CONTINUED) Subject: Upgrade of the Emergency Police Dispatch System and Provision of Certification Training Background Information: In 2004 the Police Department procured implementation related services from Priority Dispatch, and in 2006 the remaining software applications and hardware were procured (see attached supporting documentation). The purpose of this software is to improve the way that the Police Department responds to calls for emergency service, investigates crimes, and interprets calls for service and crime data in order to elevate the level and delivery of public safety services to the residents, businesses, and visitors to the City of Miami. Pursuant to the E-911 State Plan and the guidelines applicable to the operating standards of all E-911 centers in the State of Florida, the 9-1-1 Florida Statue specifically mandates the requirement of a minimum of 90% of all the 9-1-1 calls received by the Public Safety Answering Point (PSAP) have to be answered within ten (10) seconds. By upgrading from a manual process and installing the automated call entry process, the Police Department will be able to continue to comply with the state guidelines with minimal room for error and/or non-compliance. Training is an integral component because the communications personnel need to be properly trained and certified to handle all calls no matter the nature of the call. Failure to upgrade these systems could result in a prolonged system outage, resulting in inefficient manual processes, delay the End -User Department's ability to deliver services and investigate crimes. It would also impact Department's inability to meet stringent State .guidelines. Therefore it is recommended that for both continuity of services and to meet Florida Statuary requirements that Priority Dispatch be awarded as a Sole Source Provider. Page 2 of 2
