Calderon, CPPB Procurement Supervisor DATE : SUBJECT: REFERENCES: ENCLOSURES: August 26, 2014 FILE : Purchase of Software and Training Certification An investigation was conducted to determine whether Priority Dispatch, a Non -Local vendor, located at 110 South Regent Street, Suite 500, Salt Lake City Utah 84111, is the sole source provider for the purchase of software upgrade, new medical software and training certification for the Emergency Police Dispatch ("EPD") System currently utilized by the Miami Police Department. In addition, in order to meet Florida State regulations, the Emergency Medical Dispatch ("EMD") System will be implemented as well. In 2004 the Police Department procured Priority Dispatch implementation related services and in 2006 the remaining software applications and hardware were procured. The purpose of this software is to improve the way that the Police Department responds to calls for emergency service, investigates crimes, and interprets calls for service and crime data in order to elevate the level and delivery of public safety services to the residents, businesses, and visitors to the City of Miami. The Police Department is now seeking to upgrade this system and add an additional emergency medical software in order to meet stringent State guidelines which require that a minimum of 90% of all the 9-1-1 calls received by the Public Safety Answering Point (PSAP) have to be answered within ten (10) seconds. Failure to upgrade these systems could result in a prolonged system outage resulting in inefficient manual processes. It would also impact or delay Police's ability to deliver services and investigate crimes. Priority Dispatch is the sole source provider for the purchase of upgrade and training certification for the Emergency Police Dispatch ("EPD") System and Emergency Medical Dispatch ("EMD") System. Accordingly, pursuant to Section 18-92 (a) (1) of the Code of the City of Miami, it is recommended that the requirements for competitive bidding be waived, and these findings be approved: Priority Dispatch, a Non - Local vendor, located at 110 South Regent Street, Suite 500, Salt Lake City Utah 84111, is the sole source provider for the purchase of software upgrade, new medical software and training certification for the Emergency Police Dispatch ("EPD") System and the Emergency Medical Dispatch ("EMD") System, and approving in an amount not to exceed $345,908.00 for software upgrade and $45,600.00 for certification training, allocating funds from the Department of Police E-911 special revenue fund, Project 19-196003, Award 1214, Account No. 12000.190351.531000 and account no. 12000.190351.554000; further authorizing the City Manager to negotiate and execute any agreement, after consultation with the City Attorney.
