HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14-00909 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, BYA FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, PURSUANT TO SECTION 18-92 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING OFASOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AND AUTHORIZING THE PURCHASE OF SOFTWARE UPGRADES, NEW MEDICAL SOFTWARE, AND CERTIFICATION TRAINING FOR THE EMERGENCY POLICE DISPATCH SYSTEM, AS WELL AS THE EMERGENCY MEDICAL DISPATCH SYSTEM, FROM PRIORITY DISPATCH, FOR THE DEPARTMENT OF POLICE, IN AN AMOUNT NOT TO EXCEED $345,908.00 FOR SOFTWARE UPGRADE, AND IN AN AMOUNT NOT TO EXCEED $45,600.00 FOR CERTIFICATION TRAINING, WITH FUNDS ALLOCATED FROM THE DEPARTMENT OF POLICE E-911 SPECIAL REVENUE FUND, PROJECT 19-196003, AWARD 1214, ACCOUNT NO, 12000,190351.531000 AND ACCOUNT NO, 12000,190351,554000; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the City of Miami Department of Police ("Department") is in need of upgrading the existing Emergency Police Dispatch ("EPD") System; and WHEREAS, in addition to upgrading the existing EPD System, the end -user department will also be implementing the Emergency Medial Dispatch ("EMD") System; and WHEREAS, the State of Florida Statewide Emergency Communications E911 System Plan requires that a minimum of ninety percent (90%) of all the 911 calls received by the Public Safety Answering Point be answered within ten (10) seconds; and WHEREAS, by upgrading from a manual process by installing the automated call entry process, the Department will be able to continue to comply with the state guidelines and requirements with minimal room for error and/or non-compliance; and WHEREAS, failure to upgrade these systems could result in a prolonged system outage, resulting in inefficient manual processes, or the Department's inability to meet stringent state guidelines and requirements; and WHEREAS, Section 18-92(a)(1) of the Code of the City of Miami, Florida, as amended ("City Code"), authorizes sole source awards where the compatibility of equipment, accessories, or replacement parts permits one reasonable source of supply; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2, By a four -fifths (4/5ths), affirmative vote, pursuant to Section 18-92 of the City Code, after an advertised public hearing, the City Manager's finding of a sole source is ratified, approved, and confirmed, the requirements for competitive sealed bidding procedures are waived, and the purchase of software upgrades, new medical software, and certification training for the EPD System as well as the EMD System, from Priority Dispatch, for the Department of Police, is authorized, in an amount not to exceed $345,908.00, for software upgrades, and in the amount not to exceed $45,600.00 for certification training, with funds allocated from the Department of Police E-911 Special Revenue Fund, Project 19-196003, Award 1214, Account No. 12000,190351.531000 and Account No. 12000,190351.554000. Section 3, The City Manager is authorized{1} to negotiate and execute an agreement, in a form acceptable to the City Attorney. Section 4, This Resolution shall become effective immediately upon its adoption and the signature of the Mayor. {2} APP"OVED A S TO FORM AN ! CORRECTNESS: VICTORIA !`NDEZ CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
