STREETS
A unified street system with a dear hierarchy has been developed at Miami Worldcenter.
Narrow streets (many with arcades) set the stage for larger, more significant streets like
1st Avenue- Each Street will have a distinct personality and function to create a range
of experiences. This will include variation in scale, enclosure. materials, sidewalk width,
and retail character.
NE1st Arenus Designated as the most prominent street at Miami Worldcenter, it will include the
greatest streetwall height and street corridor width.

A major gateway street defined by the elevated Metromover train and intense residential

NE 11th Street Mixed -use street with a focus on night dub/ entertainment uses.
PEDESTRIANWALKWAYS These include a diagonal walkway at the southern portion of the site and a series of'
pedestrianpathways called paseos, The diagonal walkway has been designed as a major
pedestrian corridor between NE 6th Street) Biscyane Boulevard and the new civic plaza.
Paseos will generally run north -south and will provide additional pedestrian access
through development blocks.

variation in scale, enclosure, materials, sidewalk width, and retail character.
Designated as a prominent street at Miami Worldcenter, NE 1st Avenue serves as a
primary connection from the Central Business District and Downtown.
A gateway street defined by the elevated Metromover train and intense residential
development along the east side of the street near Biscayne Boulevard. Improvements
to areas around the Metromover are contemplated to improve the pedestrian experience
and to improve transit ridership and accessibility.
A north -south neighborhood gateway street providing linkages to the Central Business
District and the Omni Neighborhood.
A north -south connector street with linkages to the Central Business District, Government
Center and future FEC development to the west.
East -west perimeter street with a strong connection to the Port of Miami.
Pedestrian -only promenade with retail and restaurant activity, connecting the American
Airlines Arena to the east and the future FEC development to the west.
Major east -west street connecting the American Airlines Arena and the Biscayne
Waterfront to the Overtown Transit Village and 1-95 to the west.

PEDESTRIAN DIAGONAL
The Pedestrian Diagonal is a midblock pedestrian walkway that provides an important
linkage between NE 6th Street and the major civic plaza at Miami Wbrldoenter, This
pedestrian walkway also provides a critical visual linkage and powerful vista to the
proposed iconic tonveron Block$. Precedents include Lincoln Road in Mfern i,Xintiandi
in Shanghai, and3rd Street Promenade in Santa Monica, CA.

Streetwall height on the west side of the diagonal shall be 70' (minimum) to 80'
(maximum) and the streetwall height on the east side shall be 31' (minimum) to 80'

The sidewalk zone shall extend the full width &the street corridor and shah include a
5' minimum clear zone for ADAaccessibility. Fountains, landscaping, outdoor seating„

DESTRUCTION OF OPEN SPACE AND DIAGONAL
WALKWAY WITH "PASEOS"
Open sSpace: Any parcel or area of land or water, located at the ground
level floor, essentially unimproved by permanent buildings, and any ground
floor level area of Galleries, Arcades, and Paseos, as depicted in the
Development Standards, which is and set aside, dedicated, or otherwise
designated or reserved for public use or enjoyment, or private use or
enjoyment or for the use and enjoyment of by the owners and occupants of
land adjoining or neighboring such open spaces. Open Space includes the
paseos.
Paseo: An access way public open space restricted limited to pedestrian
use and limited controlled vehicular access that connects streets,
plazas, alleys, garages and -other public use spaces. Paseos must have a
minimum width of 20' feet and may be -enclosed or otherwise secured.
Paseos will remain open to the public during regular business hours but
may be secured during non -business hours.

ARTICLE 2. GENERAL PROVISIONS
2.1 PURPOSE AND INTENT
2.1.2. INTENT
The SAP is based on the Miami 21 Zoning Code, as amended through April 2012, and shall serve to
supplement the code. Where standards set forth herein conflict with standards set forth in the code, the
standards in this SAP shall govern. Where the standards in the SAP are silent the underlying Miami 21
zoning code requirements shall govern. By virtue of the adoption of the Miami Design District Retail
Street SAP, and any subsequent amendments thereto, all provisions of the Miami 21 Zoning Code
requiring enactment or authorization by Special Area Plan pursuant to and identified in Article 3.9,
unless modified in the SAP, shall be deemed duly enacted or/authorized. Where the standards in the
SAP are silent, the underlying Miami 21 zoning code requirements shall govern.

Paseos are internal passages that provide mid•block connections for pedestrians,
Paseos will be included for most blocks and will be designed to accom mcdateshc:pping
and other pedestrian activities, The width of paseds will increase at the end of each

1.0 foot-candle horizontally and vertically, as measured 6'-0' above ground, and shall
maintain a uniformity ratio not to exceed S:1 [note: these numbers are in accordance
with the Illumination Engineering Society of North America Handbook, Ninth Edition]
