ZONING HISTORY: On April 30, 2014 the Planning and Zoning Appeals Board pursuant to Resolution PZAB-14-030 denied the applicants request for an Exception to permit a pre-school in T3-R (Sub -Urban Transect Zone) for the properties located at 2475 and 2485 Southwest 22nd Avenue, Miami, Florida. Staff recommended approval under Miami 21. On June 26, 2014, the applicant withdrew the appeal of the Boards denial, requesting the Miami City Commission to reconsider the decision of the Planning and Zoning Appeals Board, and approve the Exception to permit a Pre -School in T3-R (Sub -Urban Transect Zone) for the properties located at 2475 and 2485 Southwest 22nd Avenue, Miami, Florida. Subsequently the City was informed that Miami -Dade County through its home rule authority prohibits additional development standards beyond what they provided for in the County's code of ordinances, as it relates specifically to Pre - Page 1 of 8 City of Miami Planning and Zoning Department Land Development Section Schools. In fact Sec. 33-151.11 of the County Code states "No municipality shall adopt physical standards governing day nurseries, kindergartens or after school care that are in conflict with or in addition to the standards contained in this article, whether more or less restrictive then the standards contain herein." Previously this application was reviewed under Miami 21 of the City of Miami Code of Ordinances. Due to the County's home rule authority, the request has been resubmitted for review for compliance with the County's criteria for a non- public school use. C. LETTER OF INTENT December 18, 2013 Francisco J. Garcia Planning Director City of Miami Planning Department 444 S.W. 2nd Avenue, 3rd Floor Miami, Florida 33130 Re: Pre -Application for a public hearing for 2475 & 2485 S.W. 22nd Avenue (Lot 6 less the west 15 feet, Citrus Park PB 7-51) & (Lot 4-5 less the east 50 feet and less the west 15 feet, Citrus Park PB 7-51) Dear Mr. Garcia, Fernando and Rosa Fernandez, Owners of the properties located at 2475 & 2485 S.W. 22nd Avenue, intend to form a unity of title between these two properties and make other use and physical adjustments to be in compliance with Miami 21 requirements. In doing so, they will need to change the use of each property to a preschool use. Currently the property located at 2475 is a residential use and the property located at 2485 is a daycare. They would like to keep the existing structures on the properties in order to maintain the residential look the code requests for that area. By forming a unity of title and a change of use the property will provide all required parking, adequate outdoor recreation area and landscaped open space on the site. The intended land use is allowed under the Zoning Code, and indeed, appropriate in providing a needed service and an amenity serving the local residents. Verbtruly yours Gerald F. De Mhrco Reg. No. 008818 PLAY AND LEARN CHILD DEVELOPMENT CENTER VISION AND PURPOSE Play and Learn offers a child -centered, developmentally appropriate, dual -language integrated program for children from 18 months to five year olds. The purpose of the program is to establish a strong foundation for learning in the early years, and to provide a secure, respectful, and nurturing environment to help children thrive in a classroom that meet their developmental needs. PLAY AND LEARN provides a variety of learning opportunities and experiences that are based on assessment information and the strengths, needs, and interests of the children. Our culturally, linguistically, and developmentally appropriate program provides an environment conducive to learning with challenging but attainable expectations. PLAY AND LEARN adds opportunities for learning through play in the physical environment and activities. Both child -initiated free play and more structured play -based learning opportunities are integral parts of the classroom activities. Children are offered choices of learning activities that reflect their developmental stages and are encouraged to think creatively, to explore and investigate, to solve problems and engage in the inquiry process, and to share their learning with others. Teachers at PLAY AND LEARN support children in their play -based learning by: • providing large blocks of time for both child -initiated and structured play; • guiding, shaping, engaging in, and extending play but not dictating or dominating it; • allowing children to be "in charge" of their play — engaging them in the planning of the learning activities and allowing time for unstructured play; • providing a variety of hands-on, concrete materials, tools, and equipment that encourage children to engage in different forms of play; • changing materials, tools, and equipment as needed, to guide, shape, enhance, and extend learning; • asking questions to expand and enhance play; • observing and monitoring play. Skills and types of learning supported through play: • self -regulation • communication • thinking • comparing • planning • investigating • problem solving • experimenting • negotiating • evaluating • literacy acquisition GOALS • narrative recall • use of complex language • development of schemas • organization of mental scripts • self -regulation • planning • use of language • pretend play • development of fine motor control • development of ability to connect symbols and shapes with letters and numbers in print The goals of the program are as follows: • to establish a strong foundation for the early years by providing young children with an integrated curriculum • to provide a play -based learning environment • to help children make a smoother transition to Kindergarten • to foster bilingualism, bi-literacy, and enhanced awareness of linguistic and cultural diversity Creating a climate of active intellectual inquiry, play, and exploration, Play and Learn: • Encourages exploration and understanding of the world. • Views each child as an individual and provides a stimulating education for students with different levels of academic ability and learning styles. • Partners with parents to nurture each student to develop as an entire person. • Enables and encourages students, through critical thinking, skill proficiency and substantive knowledge, to discover and excel in different areas. FUNDAMENTAL PRINCIPLES Our program is based on the following principles: 1. Early child development sets the foundation for lifelong learning. 2. Family involvement in the children's development strengthen the ability to meet the needs of young children. 3. Respect for diversity, equity, and inclusion are prerequisites the children's optimal development and learning. 4. Children learn best when they are given appropriate responsibility, allowed to make errors, decisions and choices, and respected as autonomous learners. 5. A planned curriculum supports early learning. 6. Play is essential to facilitate language, cognitive, and social development 7. Imagination, creativity and all kinds of symbolic behavior (reading, writing, drawing, dancing, music, mathematical numbers, algebra, role play and talking) develop and emerge when conditions are favorable. 8. Children learn through dynamic investigation. 9. Children instigate their own learning. 10. Learning comes from open-ended experiences. 11. Adults are facilitators of children's learning. CURRICULUM - LEARNING THROUGH PLAY Our whole child approach enables children to learn primarily through play, social interactions and experiential education. Children learn by doing. They learn through play, experimentation, exploration, and testing. Learning should be a joyful, natural experience. We follow The Creative Curriculum, as a guideline for planning and implementing a developmentally appropriate curriculum program. The curricula is based on the developmental needs of the children and focus on fostering individual growth through opportunities for exploration. Our teachers also rely in The Language Focused Curriculum, and The Florida Voluntary Prekindergarten (VPK) Curriculum as other important resources in addition to The Creative Curriculum. In addition to programmatic ideas, these curricula provide important developmental milestones' information. INTRODUCTION Our program focuses on children's growth in the following domains: • social/ emotional development • cognitive development • language development (in both Spanish and English) • visual arts and creativity development • gross and fine motor skills development • music, movement, and coordination As part of the Early Childhood Program and in addition to the projects done in class, students have specialty teachers once weekly in the areas of: • Creative Movement and Drama • Fine, gross motor, sensory exploration for preschool students by an Occupational Therapist This curriculum outline highlights essential aspects of our Early Childhood Program. In addition to these core areas of development, teachers respond to the interests and needs of their students (both as individuals and as a group) in planning mini -units and centers for their class. This element of an "emerging curriculum" is important in a developmentally appropriate program and serves to enhance many of the core elements of development in our curriculum. 18 to 36 months.
