A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS,
ACCEPTING FUNDS, IN AN AMOUNT NOT TO EXCEED $1,275,000.00,
CONSISTING OF A GRANT AWARD FROM THE OMNI REDEVELOPMENT
DISTRICT COMMUNITY REDEVELOPMENT AGENCY ("OMNI CRA"), TO THE CITY
OF MIAMI TO UNDERWRITE COSTS ASSOCIATED WITH ENHANCED POLICE
SERVICES WITHIN THE OMNI CRA'S DISTRICT; AUTHORIZING THE CITY
MANAGER TO EXECUTE THE AGREEMENT, AND ALL OTHER NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO
IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT
AWARD.
WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City,
which includes the Omni Community Redevelopment Agency ("Omni CRA") district; and
WHEREAS, pursuant to Section 163.370(2)(o), Florida Statutes, the Omni CRA has the power
to develop and implement community policing innovations with the objective of remedying slum and
blighted areas and the causes thereof within the Omni CRA district; and
WHEREAS, in September 2013, the Board of Commissioners of the Omni CRA passed
Resolution No. 13-0055, wherein the CRA is responsible for carrying out community redevelopment
activities and projects within its Redevelopment Area; and
WHEREAS, the City's Police Department has presented the Omni CRA with an operational
plan entitled "Omni CRA Detail," consisting of an innovative, service -oriented and problem solving
police unit, to establish and support working partnerships with the Omni CRA, the Neighborhood
Enhancement Teams, residents, business owners, and the homeless outreach programs; and
WHEREAS, pursuant to Omni CRA Resolution No. 14-0049, adopted on July 23, 2014, the
Board of Commissioners of the Omni Redevelopment District approved the issuance of a grant in an
amount not to exceed $1,275,000.00 to the City, for the provision of enhanced police services within
the CRA that are supplemental to general patrol; and
WHEREAS, the City's Police Department will utilize grant funds to establish the Omni CRA
Detail and provide enhanced community police services through the allocation of six supplemental
sworn officers assigned exclusively within the Omni CRA area, as well as the installation of closed
circuit television cameras to address issues related to quality of life within the Omni CRA area; and
WHEREAS, the Omni CRA authorized the grant to be disbursed on a reimbursement basis to
the City, or directly to vendors upon presentation of invoices and satisfactory documentation; and
WHEREAS, no match is required; and

WHEREAS, the City Commission wishes to accept said grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. Funds, in an amount not to exceed $1,275,000.00, consisting of a grant award
from the Omni CRA to the City, to underwrite costs associated with the enhanced police services
within the Omni CRA district, are accepted.
Section 3. The City Manager is authorized {1} to execute the agreement for enhanced police
services within the Omni CRA district, and all other necessary documents, in a form acceptable to the
City Attorney, in order to implement the Omni CRA Detail and compliance with said grant award.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
