(formerly known as Hope Center, Inc.) for the period of October 1, 2014 thru September 30, 2016, with options to renew for three (3) additional one (1) year periods, at an annual amount not to exceed $68,888.00; and, further authorizing the City Manager to execute a Professional Services Agreement, in substantially attached form, as a result thereof. Funds allocated from the Department of General Services Administration, Property Maintenance, Other Contractual Services, Account Code No. 05001.242000.534000.0000.00000. Director Off ••searsi• City Manager Page 1 of 2 Background Information: The Office of the City Manager has determined that it is not practical and advantageous to the City to adhere; and, therefore waive competitive sealed bidding methods for the provision of custodial services at Miami City Hall performed by United Cerebral Palsy Association of Miami, Inc. formerly known as Hope Center, Inc. When the Miami City Commission awarded invitation for bid (IFB) No. 10606 for the provision of Custodial Services -Citywide in January 2010, it delegated to the City Manager the authority to add or delete facilities, pursuant to Section 2.26, of the IFB, anticipating that Miami City Hall would be removed to award said contract to the Hope Center. At that time, some of the Commissioners opined the City needed to be more socially responsible and supported the mission of the Hope Center. On July 1, 2014, United Cerebral Palsy Association of Miami, Inc. (UCPA of Miami) formerly merged and acquired Hope Center, Inc. UCPA of Miami was established in 1947. The mission of UCP of South Florida (UCP) is to positively impact the quality of life for people with cerebral palsy, other developmental disabilities, and their family members as well as people with similar needs, such as the frail elderly, by providing supports and services which aide in the achievement of their goals and desires. At UCP, they believe the individuals they serve are defined by their unique human qualities, and not by their disabilities. UCP works to provide programs and services which meet the special needs of each child and adult, nurturing their talents and abilities in order to help them reach their greatest potential. UCP believes that regardless of the physical and mental challenges they may face, individuals with disabilities are entitled to live in and belong to a community where they are accepted and included with dignity and respect. In support of this social cause, this request would constitute the reassignment of the competitive bid waiver of the Miami City Hall custodial services to UCPA of Miami, Inc.; formerly known as Hope Center, Inc. After thorough discussions with the UCPA of Miami, Inc. the contract/agreement for services, if awarded through this bid waiver, would have a value of $68,888 per year (or approx.. $5,740 per month). Said item must be ratified, confirmed, and approved by the Miami City Commission by a four -fifths (4/5ths) affirmative vote during an advertised public hearing which is scheduled for September 29, 2014.
