SUBJECT: Approval of finding to waive
competitive sealed bidding methods
for custodial services at City Hall

Per your request, the Department of General Services Administration submits this
memorandum on your behalf.
Your Office has determined that it is not practical and advantageous to the City to
adhere to competitive sealed bidding methods for the provision of custodial services at
Miami City Hall performed by United Cerebral Palsy Association of Miami, Inc., formerly
known as Hope Center, Inc., and therefore seeks a waiver of such requirements.
When the Miami City Commission awarded Invitation for Bid (IFB) No. 10606 for the
provision of Custodial Services -Citywide in January 2010, it delegated to the City
Manager the authority to add or delete facilities, pursuant to Section 2.26 of the IFB,
anticipating that Miami City Hall would be removed to award said contract to the Hope
Center. At that time, some of the Commissioners opined the City needed to be more
socially responsible and supported the mission of the Hope Center.
On July 1, 2014, United Cerebral Palsy Association of Miami, Inc. (UCPA of Miami)
formally merged and acquired Hope Center, Inc. UCPA of Miami was established in
1947. The mission of UCPA is to positively impact the quality of life for people with
cerebral palsy and other developmental disabilities, and their family members as well as
people with similar needs, such as the frail and elderly, by providing support and
services which aide in the achievement of their goals and desires. At the UCPA, they
believe the individuals they serve are defined by their unique human qualities, and not
by their disabilities. The UCPA works to provide programs and services which meet the
special needs of each child and adult, nurturing their talents and abilities in order to help
them reach their greatest potential. The UCPA believes that regardless of the physical
and mental challenges they may face, individuals with disabilities are entitled to live in
and belong to a community where they are accepted and included with dignity and
respect.
In support of this social cause, this request would constitute the reassignment of the
competitive bid waiver of the Miami City Hall custodial services to UCPA of Miami, Inc.;
formerly known as Hope Center, Inc. After thorough discussions with the UCPA of
Miami, Inc. the contract/agreement for services, if awarded through this bid waiver,
would have a value of $68,888 per year (or approx.. $5,740 per month).
Pursuant to section, 18-85, as amended, it is respectfully recommended that you, as the
City Manager, waive competitive sealed bidding methods via this written finding and
reasons herein. Said waiver shall need to be ratified, confirmed, and approved by the
Miami City Commission by a four -fifths (4/5ths) affirmative vote during an advertised
public hearing.
