Authorizing an Agreement
with Amigos for Kids
City Commission Meeting
of September 29, 2014
The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing ratifying, approving and confirming the City Manager's recommendation, and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for educational and park services described below.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing an agreement with Amigos for Kids to award funds, in
the amount of $68,758.00 to operate the Out of School program at Jose Marti Park as a
part of the Heart of Our Parks Out of School Programs funded by the Children's Trust,
for the 2014-2015 school year.
During the previous years, Amigos for Kids has demonstrated its qualifications and
capacity to serve the city through the following:
1. Providing program management that includes designing, monitoring and
implementing a quality after school program at Jose Marti Park.
2. Providing program staff to organize and conduct educational, family and
community events at Jose Marti Park.
3. Coordinating weekly activities at Jose Marti Park.
For the reasons stated above, as required by Section 18-86(A)(3)(c) of the Code of the
City of Miami, the Department of Parks and Recreation (1) recommends the execution of
an agreement with Amigos for Kids for the 2014- 2015 contract year be awarded to
Amigos for Kids, which is qualified and has been providing said services described above
for many years, and (2) finds that competitive negotiation methods are not practicable or
advantageous for the provision of the aforementioned after school programming services
at Jose Marti Park.
If these recommendations and findings meet with your approval, please indicate by
signing below. This legislation item will be placed on the agenda for the September 29,
2014 City Commission meeting.

The Department of Parks and Recreation respectfully requests your approval and action of the
Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing ratifying,
approving and confirming the City Manager's recommendation, and finding that competitive
negotiation methods are not practicable or advantageous regarding the agreement for educational
and park services described below.
The Department respectfully requests such recommendation, finding, and authorization in order
to proceed with executing an agreement with Arts for Learning, to award funds, in the amount of
$43,776.00 to operate the Arts component at Athalie Range Park, Roberto Clemente, Shenandoah
and West End Park as a part of the Heart of Our Parks Out of School Programs funded by the
Children's Trust, for the 2014-2015 school year.
During the previous years, Arts for Learning has demonstrated its qualifications and capacity to
serve the city through the following:
1. Providing visual and/or performing arts instruction at five designated sites.
2. Coordinating four hours of weekly instruction at each of the participating
sites.
3. Providing a Resident Artist at each park site to teach thematic classes designed
to help the students practice their communication skills, improve their visual
literacy as well as develop their cognitive and physical functioning.
4. Providing each artist with paid training and planning in order to assist them in
preparation for their residency.
For the reasons stated above, as required by Section 18-86(A)(3)(c) of the Code of the City of
Miami, the Department of Parks and Recreation (1) recommends the execution of an agreement
with Arts for Learning for the 2014- 2015 contract year be awarded to Arts for Learning, which is
qualified and has been providing said services described above for many years, and (2) finds that
competitive negotiated methods are not practicable or advantageous for the provision of the
aforementioned literacy services at Athalie Range Park, Juan Pablo Duarte Park, Shenandoah and
West End Park. If these recommendations and findings meet with your approval, please indicate
by signing below. This legislation item will be placed on the agenda for the September 29, 2104
City Commission meeting.

Learning Partnership, Inc.

The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing ratifying, approving and confirming the City Manager's recommendation, and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for educational and park services described below.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing an agreement with the Miami -Dade Family Learning
Partnership, Inc., to award funds, in the amount of $51,693.00, to operate the Literacy
component at Athalie Range Park, Roberto Clemente Park, Shenandoah Park and West
End Park as a part of the Heart of Our Parks Out of School Programs funded by the
Children's Trust, for the 2014-2015 school year.
During the previous years, the Miami -Dade Family Learning Partnership, Inc. has
demonstrated its qualifications and capacity to serve the city through the following:
1. Providing program management that includes designing, monitoring and
evaluating related curriculum using the NSACA standards for quality of
School- Aged Care; working with other collaborative partners to develop
themes and incorporate multi -sensory learning activities designed to augment
the academic/social needs of the students.
2. Coordinating eight hours of weekly instruction at each of the participating
sites.
3. Providing a Curriculum Specialist/ Reading Is Fundamental Director to
organize and conduct ten literacy events at each of the designated sites,
including motivational activities designed to promote literacy/ reading
strategies to over 400 participants.
4. Providing each participant with developmentally- age appropriate books to
build home libraries.
5. Screening and recommending certified teachers to conduct reading and literacy
activities, and supervise reading personnel.
6. Providing teachers with professional development opportunities and
select/purchase literacy related materials in accordance with the Florida
Sunshine State Standards and the Competency Based Curriculum.
7. Conducting pre and post assessments using the Oral Reading Fluency
Indicator.
For the reasons stated above, as required by Section 18-86(A)(3)(c) of the Code of the
City of Miami, the Department of Parks and Recreation (1) recommends the execution of
an agreement with the Miami Dade Family Learning Partnership, Inc. for the 2014- 2015
contract year be awarded to Miami Dade Family Learning Partnership, Inc., which is
qualified and has been providing said services described above for many years, and (2)
finds that competitive negotiated methods are not practicable or advantageous for the
provision of the aforementioned literacy services at Athalie Range Park, Roberto
Clemente Park, Shenandoah Park and West End Park. If these recommendations and
findings meet with your approval, please indicate by signing below. This legislation item
will be placed on the agenda for the September 29, 2014 City Commission meeting.
