HomeMy WebLinkAboutR-14-0364City of Miami Legislation Resolution: R-14-0364 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14-00856 Final Action Date: 9/29/2014 A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "OUT OF SCHOOL TIME SNACK PROGRAM 2014-2015," AND ACCEPTING AND APPROPRIATING FUNDS IN AN ESTIMATED AMOUNT NOT TO EXCEED $249,043.02, CONSISTING OF A REIMBURSEMENT GRANT AWARD RECEIVED FROM THE FLORIDA DEPARTMENT OF HEALTH, BUREAU OF CHILD CARE FOOD PROGRAMS, THROUGH ITS CHILD CARE FOOD PROGRAMS ("CCFP") PERMANENT CONTRACT ("PERMANENT CONTRACT"), ADMINISTERING FUNDS FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE CHILD AND ADULT CARE FOOD PROGRAM CFDA #10.558; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND TO EXECUTE THE NECESSARY DOCUMENTS, AMENDMENTS, EXTENSIONS, RENEWALS, AND MODIFICATIONS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE ATTACHED FORM OF THE PERMANENT CONTRACT, FROM OCTOBER 2014 THROUGH SEPTEMBER 2015, WITH THE OPTIONS TO RENEW ANNUALLY UNDER THE SAME TERMS AND CONDITIONS, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED. WHEREAS, the City of Miami ("City") Department of Parks and Recreation requested funding from the Florida Department of Health, Bureau of Child Care Food Programs ("State"), through its Child Care Food Program ("CCFP") Permanent Contract ("Permanent Contract"), as administrator for the United States Department of Agriculture ("USDA") Child and Adult Care Food Program (CFDA # 10.558) ("Child Care Food Program"), to support the Out of School Time Snack Program located at various City parks; and WHEREAS, pursuant to Resolution No. 13-0398, adopted on October 10, 2013, the City Commission authorized the execution of an award package, including a Grant Award Agreement, to accept the grant; and WHEREAS, the City has been awarded a renewal grant in the estimated amount not to exceed $249,043.02, to continue providing said service, with the amount determined by the number of children served, and the reimbursement formula amounts permitted by the USDA to be administered by the State through its CCFP and Permanent Contract; and WHEREAS, said funds in the estimated amount not to exceed $249,043.02 from the State must be accepted and appropriated by the City; and WHEREAS, the City must execute an award package, including a Grant Award Agreement, to accept the grant and to comply with the terms and conditions of the Child Care Food Program and the Permanent Contract; City of Miami Page 1 of 2 File Id: 14-00856 (Version: 1) Printed On: 1/12/2018 File Number: 14-00856 Enactment Number: R-14-0364 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described herein: PROJECT TITLE: Out of School Time Snack Program 2014-2015 RESOURCES: Florida Department of Health, Bureau of Child Care $249,043.02 Food Programs Administering the United States Department of Agriculture Child and Adult Care Food Program (CFDA#10.558) APPROPRIATIONS: Out of School Time Snack Program 2014-2015 $249,043.02 Section 3. The City Manager is authorized {1} to accept said reimbursement grant award, and to execute the necessary documents, amendments, extensions, renewals, and modifications, in a form acceptable to the City Attorney, to implement the acceptance of and compliance with the attached form of the Permanent Contract, for the purpose of funding the Out of School Time Snack Program in the estimated amount of $249,043.02, from October 2014 through September 2015, with the option to renew annually under the same terms and conditions, subject to budgetary approval at time of need. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subjected to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
