Subject; Resolution accepting reimbursement rant funds from the Miami -Dade County Economic Development
Fund Project 124 of Building Better Communities General Obligation Bonds for the Flagler Street Reconstruction
Project, B-30606.
Purpose of Item:
To accept a reimbursement grant from the Miami -Dade County Economic Development Fund Project 124 of
Building Better Communities General Obligation Bonds, in conjunction with the Department of Regulatory and
Economic Resources, in an amount not to exceed $6,000,000, for the Flagler Street Reconstruction Project, B-
30606. This Resolution further authorizes the City Manager to execute an Interlocal Agreement, for said purpose.
There is no required match of funds from the City, Grant funds are to be appropriated by separate resolution.
Background Information:
The City has received an award for a reimbursement grant from Miami -Dade County ("County") Economic
Development Fund Project 124 ("Project 124") Building Better Communities General Obligation Bond Program
("GOB") for the Flagler Street Reconstruction Project, B-30606 ("Project"), in an amount not to exceed $6,000,000.
For the past year, the City Administration has been working with the Downtown Development Authority ("DDA")')
and the Flagler Street stakeholders on developing a new plan for Flagler Street, Numerous project meetings have been
held with the stakeholders to gather feedback and develop a project that will showcase the historic character of Flagler
Street. he Project scope of work includes a complete reconstruction of Flagler Street between Biscayne Blvd and SW
1st Avenue which includes hardscape and landscape, roadway and drainage improvements, decorative street and
pedestrian lighting, utilities relocation and signage and pavement markings (Please see attached page 2).

This project will enhance the walkability, promote retail and commercial business growth and provide additional
permanent jobs throughout the central business district of downtown Miami.
The Interlocal Agreement ("Agreement") for the Grant does not require the City to provide matching funds;
however, the estimated project cost is $13,000,000, in which the City has allocated $6,000,000 in Street Bond
funds. Additionally, pursuant to R-14-0167, adopted May 8, 2014, the City Commission approved a Flagler Street
Special Assessment District which will result in the remaining $1,000,000 required to complete the project. This
resolution accepts GOB reimbursement grant funding, in the amount of $6,000,000 and seeks authorization for the
City Manager to execute the attached Agreement for the Grant, for said purpose.
