A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE PROJECT ENTITLED: "ASSISTANCE TO FIREFIGHTERS
GRANT PROGRAM FISCAL YEAR 2013," AND APPROPRIATING FUNDS FOR THE
OPERATION OF SAME, CONSISTING OF A GRANT AWARDED BY THE FEDERAL
EMERGENCY MANAGEMENT AGENCY, UNITED STATES DEPARTMENT OF
HOMELAND SECURITY, GRANTS PROGRAM DIRECTORATE, IN THE AMOUNT
OF $1,144,269.00, WITH A REQUIRED MATCH FROM THE CITY OF MIAMI
("CITY"), IN AN AMOUNT NOT TO EXCEED $127,141.00, FOR A TOTAL AMOUNT
OF $1,271,410.00,TO PURCHASE RADIOS, A DRIVING SIMULATION SYSTEM,
AND ADVANCED DRIVER TRAINING PROGRAM, FOR THE PERIOD BEGINNING
JULY 21, 2014 THROUGH JULY 20, 2015; ALLOCATING THE CITY'S REQUIRED
MATCH FROM ACCOUNT NUMBER 00001.181000.896000.0000.00000;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO
IMPLEMENT ACCEPTANCE AND COMPLIANCE OF SAID GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant, in the amount of $1,144,269.00,
for the period beginning July 21, 2014 through July 20, 2015, from the Federal Emergency
Management Agency ("FEMA"), United States Department of Homeland Security ("DHS"), Grants
Program Directorate; and
WHEREAS, matching funds from the City, in the amount of $127,141.00, are required as a
condition of said grant, and are available from the City's Fund, Account Number
00001.181000.896000.0000.00000; and
WHEREAS, as stipulated in the grant award, the Department of Fire -Rescue will use said funds to
purchase radios, Driving Simulation System, and Advanced Driver Training Program ("ADTP") that will
realize an immediate decrease in vehicle accidents; and
WHEREAS, the Department of Fire -Rescue's firefighters will realize an exponential improvement
in their driving capabilities when they simulate, learn from, and correct mistakes to avoid crashes,
costly damage and injury; and
WHEREAS, said Driving Simulation System and the ADTP will have an immediate impact to the
safety of firefighters and the public through increased effectiveness of the Department of
Fire -Rescue's ability to respond to emergencies in a safe and expedient manner; and
WHEREAS, the community will realize improved response times as driver confidence and skill
increases and taxpayer dollars will be utilized more effectively and efficiently as monies will be saved
as accidents decrease;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: Assistance to Firefighters Grant Program Fiscal Year 2013
RESOURCES: Federal Management Agency -United States Department of
Homeland Security Grants Program Directorate $1,144,269.00
City Matching funds from
Account Number 00001.181000.896000.0000.00000
APPROPRIATIONS:
$ 127,141.00
$1,271,410.00
Section 3. This appropriation is contingent upon final grant approval by FEMA, DHS, and the City
Manager's acceptance thereof.
Section 4. The City Manager is authorized{1} to execute the necessary documents, in a form
acceptable to the City Attorney, to implement acceptance and compliance with said grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
