Purpose of Item: Law Department Matter ID No. 14-144T The City of Miami is serving as the responsible party for contamination cleanup as the property owner at several City Parks. The designation of these parks as Brownfield Sites, in which contamination was discovered will facilitate the ability to utilize transferrable tax credits that can be sold. The Brownfield Sites will remain as Parks after remediation. The locations and park names are as follows; 140-142 SW 11 Street (Southside Park), 3045 Shipping Avenue (Blanche Park), 2795 SW 37 Avenue (Douglas Park), 3400 Grand Avenue (Billy Rolle Park), 3349 Pan American Drive (future Regatta Park), and 4355 SW 42nd Avenue (Merrie Christmas Park). Background Information: In late 2013 and early 2014, the City of Miami investigated the environmental status of its City Parks and discovered that some contain contamination in soil beneath the ground surface. Further investigation via testing of soils at suspected former landfill sites confirmed the presence of heavy metals above the Miami -Dade Residential Cleanup Target levels, and physical traces of solid waste at a total of eight (8) City Parks. Two (2) out of the total number of parks impacted are already located within the existing City of Miami Designated Brownfield Area. The City of Miami is required to address any contamination discovered on City of Miami owned property per Florida Administrative Code 62-780.
