Dear Ms, Bravo: The Division of Environmental Resources Management (DERM) of the Department of Regulatory and Economic Resources has reviewed the referenced plan received on March 10, 2014 and offers the following comments: 1. DERM requires a minimum of Iwo days of baseline sarnpiling, which shall include continuous monitoring for particulates and one sample per day from each station for the other contaminants of concern except dioxins. Dioxin samples shall be obtained from each station on the first day only. 2. Provide the basis for the 1 nglkg trigger concentration for increasing the dioxin sampling frequency (Table 2-1). 3, The parameter for evaluating airborne particulate matter shall be PMrD and not total suspended particulates (TSP) as proposed in the referenced plan. 4. DERM finds that attempting to correlate real time particulate concentration to contaminant concentrations in air (which have been calculated based on contaminant concentration in soil) is not approphate and establishing action levels based on such correlation is not acceptable (notwithstanding the proposed safety factor). Action levels shall be based on EPA's Preliminary Remediation Goals concentrations for ambient air, the National Ambient Air Quality standards (NAAQS) or, shall be set at 50% of the lower of the permissible exposure limit or time weighted average when not otherwise determined by regulation. Refer to the page 9 of the Health and Safety Plan for Olinda Park (HVVR-722) dated September 14, 2012 for exposure limits and action levels deemed acceptable by DERM for a site with similar contaminants of concern. Clarify whether or not the DataRAM Seris pDR-1 000AN air sampler is being proposed as a roving hand held unit or as a stationary sampler. 3, The Benchmark Air Concentration for Barium is provided as 10 mg/m' in Table 5-2 which is inconsistent with the OSHA PEL provided in Table 5-1. 9. Given the short duration of the project, the PM10 and inorganic samples shall be sent to the laboratory for analysis daily with a 24-hour turn around time. Known Chemical Hazards (page 6) Notwithstanding that the Air Monitoring Plan will be included as an appendix to the HASP; the chemical hazards should be listed within the body of the HASP. 3. Physical Hazards (page 6) Clearly indicate that excavation shall be secured and covered at the end of work day. 4. Field Activities (page 8) The HASP indicates "storage of soil on site until transported and a'isposed by a trucking contractor at an approved landfill". Clarify if soils will be stockpiled on site or will be hauled for disposal on a daily basis. 5. Engineering Control (page 8) The measures that will be taken "to prevent/reduce the amount of airborne particulates during construction activities" should be clearly elucidated. 6. Personal Air Sampling (page 10) Indicate what contaminants will be monitored and what instruments will be used. 7. Decontamination Procedures (page 10) (i) "Once doffing is complete, the PPE should be packaged and cleaned or disposed of according to federal hazardous waste regulations." Provide location of the decon area as well as the specific procedures for PPE decontamination as well as and the disposal procedure for any wash water generated during decontamination. (ii) DERM recommends that the hauling trucks be located such that they do not drive onto contaminated soil, this will eliminate the need for decontamination. (iii) The HASP indicates that the wash water from the decontamination of heavy equipment will be "sampled and analyzed for the parameters of concern then pumped into tanker truck situated on site. Based on analytical results, the wash will be disposed of...". The HASP shall indicate the location and details of the proposed heavy equipment decontamination area. Be advised the 0-2 foot interval soil samples were not collected for laboratory analysis; therefore, representative number of 0-2 interval soil samples shall be sampled and analyzed. 2. The documented arsenic at soil borings SB-16 and SB-12 and PAHs (based on Benzo(a)pyrene Toxic Equivalence Quotient) at soil boring SB-13 shall be delineated and addressed. Be advised that the documented Arsenic does not fall within the distribution of the natural background soil concentration for the Barrier Islands study conducted for Miami -Dade County. 3. Monitoring well TW-15 shall be resampled for Arsenic. Be advised that DERM cannot comment on the groundwater assessment for this site, since groundwater sampling logs were not submitted. These shall be submitted with the next deliverable. 4. The assessment submitted in the current deliverable was not conducted in the area of the EDI eligible May 10, 1988 petroleum discharge (DERM Permit No. UT-1623, FDEP#138840842) and therefore cannot be used to satisfy the assessment requirements. 5. DERM's inspection revealed the presence of solid waste, the physical characteristics of which were similar (molten glass, discolored soils, etc.) to the material documented at Blanche Park located at 3045 Shipping Ave. Additionally, DERM obtained soil samples in areas where the above mentioned waste was observed. The preliminary sample results received on September 20, 2013, indicated concentrations of arsenic, barium, copper, iron and lead above screening criteria at the soil boring SB-1 location as described in Item #1 below, Additionally, the concentration of copper in the sample obtained from the 6-12 inch interval of SB-2 (Figure 1) also exceeded the screening criteria. Other results were below criteria and consistent with results obtained from a previous sampling event on August 29, 2013. Be advised that the above mentioned soil concentrations constitute violations of Chapter 24, Code of Miami -Dade County, specifically, Sections 24-44, 24-27, 24-28, and 24-29. Therefore, DERM requires the City to: 1. Immediately implement measures to eliminate public access to the area of the park with documented soil contamination; specifically, the area shadowed by the banyan trees along the western boundary, parallel to S. LeJeune Road (Figure 1). Additionally, to address the public safety issues associated with potential contact with and exposure to solid waste, implement measures to eliminate contact with the solid waste. The attached aerial photograph (Figure 2) indicates areas where DERM inspectors documented solid waste in the surficial soils. To ensure no exposure to the documented solid waste, DERM recommends that the park be closed until such time as the assessment required in Item #2 below is completed. 2. Within thirty (30) days of receipt of this letter, submit a sampling plan to DERM for review and approval. The plan shall provide for: a. Delineation of the horizontal and vertical extent of the solid waste. This shall be accomplished through trenching or the in,staption of soil boring?. Delineation of the degree and extent of the soil contamination. This shall be accomplished by establishing a sampling grid pattern of 100'x100' or an alternate grid pattern developed based on historical land use information or historical records (aerial photographs, government records, interviews, etc). Within each grid, a 12 point composite sample shall be collected from the 0-6' and 6"-24" intervals and the samples analyzed for the 8 RCRA Metals (As, Ba, Cd, Cr, Pb, Hg, Se, Ag), Al, Cu, Fe, and PCBs. Based on the results, an approvable subset of these grid locations shall be sampled and analyzed for dioxins. Additionally, a discrete soil boring shall be advanced in the center of each grid and samples collected from the 0-6", 6"-24" and 24n-48" intervals and analyzed for the parameters listed above. Additional delineation, including vertical delineation below 48" may be required and shall be based on the depth of solid waste documented and the results of the soil quality analyses from the intervals above, Depending on the thickness of solid waste encountered and soil quality results, groundwater assessment may be required. c. Sampling and analysis of groundwater (for the parameters listed in Item #2) from irrigation well(s) present at the site (if applicable.). The consultant collecting the samples shall perform field sampling work in accordance with the Standard Operating Procedures provided in Chapter 62-160, Florida Administrative Code (FAG). The laboratory analyzing the samples shall perform laboratory analyses pursuant to the National Environmental Laboratory Accreditation Program (NELAP) certification requirements. DERM reserves the right to split samples with the consultant as deemed necessary; therefore, DERM shall be notified via email a minimum of three (3) working days prior to the implementation of any sampling or field activities. These Criteria will assist in the determination of whether Site SpeCif|C screening is warranted. The plan shall include provision for a minimum of two days of baseline monitoring. 3. Section IX The contractor shall implement engineering controls as necessary to ensure that contaminated material (including decontamination fluids) will not discharge, drain or seep into a structure designed to carry storm water. The areas depicted for cut and fill do not account for the non contiguous area of solid waste located east of the proposed chain link fence, neither is this area depicted in the cut and fill sections provided on SHT-9. The cross sectional details for the GT IMPAX rubber playground surface indicates that the engineering control for the playground area consist of 1 foot of cover material inclusive of the clean fill/compacted sub base and the rubber playground surface. Be advised that DERM requires a minimum of 1 foot of clean fill/compacted sub -base exclusive of the bonded rubber playground surface. 7. Provide cross sectional details (similar in that provided for the GT IMPAX rubber playground surface) for the area to be covered by the bonded rubber mulch. Clarify whether or not the bonded rubber mulch will be the final cover layer in the area along the western portion of the park. Within each selected sampling grid, a 12 point composite sample shall be collected from the intervals and parameters as proposed in the plan (and as modified above). Existing soil boring data indicates that ash/solid waste material extends to the property boundary in all directions. Therefore, off -site delineation shall be conducted from all boundaries. The off -site borings proposed are not sufficient to address this matter. The consultant shall propose a plan for representative locations off -site along the boundary of the entire park property. The next accessible location shall be selected based on access issues (i.e. utilities, buildings, etc.). Furthermore, locations such as open ground areas and residences shall take priority in sample locations. Trenches or soil borings shall first be installed and visually screened for ash/solid waste material. At any location where material is identified, regardless of the depth, a soil sample shall be obtained from the 0-6" and 6-2-foot intervals for the proposed parameters (as modified above and including the archiving the samples for the PCB, PAH, and Dioxin analysis). Immediate notification to DERM shall be provided for any off - site parameters that exceed applicable CTLs. • The sampling plan shall include a representative number of monitoring wells to allow for groundwater assessment depending on the soil sampling results. Monitoring well placement may be adjusted depending on the proposed site closure. For conditional closure, wells may be limited to establishing boundary conditions. Any irrigation wells present at the site shall be sampled for the proposed parameters, including dioxins and PCBs (and as modified above). A proposal for methane assessment adjacent to structures and at the park boundary may be necessary depending on the type of solid waste documented. Be advised that the levels of soil analytical results submitted in this report constitute violations of Chapter 24, Code of Miami -Dade County (the Code), specifically, Sections 24-44, 24-27, 24-28, and 24-29 of the Code. The proposed locations and quantity of soil borings for the off -site soil delineation is not sufficient.
