HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133, www.miamigov.com File Number: 14-00700 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION EXPRESSING SUPPORT FOR ALL ABOARD FLORIDA TO INCLUDE A MULTI -USE PEDESTRIAN AND BICYCLE PATH (RAIL -WITH -TRAIL) ALONG THE FLORIDA EAST COAST RAILROAD RIGHT OF WAY; DIRECTING THE CITY CLERK TO TRANSMIT ACOPY OF THIS RESOLUTION TO THE ELECTED OFFICIALS AS STATED HEREIN. WHEREAS, the 2025 Downtown Miami Master Plan, as voted by the Board of Directors of the Miami Downtown Developmental Authority ("DDA"), contains Goal 4.3, entitled "Enhance Connectivity to Neighborhoods Surrounding the Downtown," and Goal 4.5, entitled "Connect and Promote Downtown Parks, Open Space.and Greenways", which support the integration of pedestrian connections in association with transportation facilities to provide access to all areas and destinations throughout the community that would otherwise have limited pedestrian or bicycle access due to safety concerns or natural obstacles; and WHEREAS, integrated trails and active transportation facilities provide a choice of transportation modes while reducing demand and maintenance on the State of Florida's ("State's") highway and local road systems; and WHEREAS, the corridor is already identified as a "high -priority" corridor in the State of Florida's Greenways and Trails Plan, as well as in the City of Miami ("City") Bicycle Master Plan and Miami -Dade County ("County") North Dade Green Ways Master Plan; and WHEREAS, right-of-way for existing and planned rail service along the corridor, including freight and commuter rail, -will be preserved; and WHEREAS, the Miami City Commission strongly supports the general concept of the All Aboard Florida project and its adjacent developments and the addition of a Multi -Use Pedestrian and Bicycle Path ("Rail -With -Trail") will greatly enhance this project and the ability for people to move about downtown conveniently; and WHEREAS, many of the County's citizens and organizations have already expressed their desire for a Rail -With -Trail to the Federal Rail Administration by providing written testimony as part of the draft Environmental Impact Study public input process; and WHEREAS, the DDA has passed a resolution in support of this initiative urging the City, the County and the Florida East Coast Industries to work collectively to incorporate trail support facilities within its entitlement review processes; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORI DA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as fully set forth in this Section. The Miami City Commission expresses support for All Aboard Florida to include a Multi -Use Pedestrian and Bicycle Path (Rail -With -Trail) along the Florida East Coast Railroad right of way. Section 3, The City Clerk is directed to transmit a copy of this Resolution to Mayor Carlos Gimenez, the Board of County Commissioners, the District Six Secretary of the Florida Department of Transportation, and the Florida East Coast Industries. Section 4.
