A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ALLOCATION OF NEIGHBORHOOD STABILIZATION PROGRAM 1 ("NSP1"),
INCOME IN THE TOTAL AMOUNT OF $501,337.00 TO THE DEPARTMENT OF
COMMUNITYAND ECONOMIC DEVELOPMENT FOR THE ADMINISTRATION OF
THE NSP1 IN THE AMOUNT OF $50,134.00, AND UP TO THE AMOUNT OF
$451,203.00, FOR THE CONSTRUCTION OF NEW AFFORDABLE HOMES AT CITY
OF MIAMI OWNED SITES; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, on July 30, 2008, the President of the United States signed the Housing Economic
Recovery Act of 2008, which included the Neighborhood Stabilization Program ("NSP"), administered
by the United States Department of Housing and Urban Development ("HUD"); and
WHEREAS, the NSP provides targeted emergency assistance to state and local governments to
acquire and redevelop foreclosed properties that might otherwise become sources of abandonment
and blight within their communities; and
WHEREAS, on September 26, 2008, the City of Miami ("City") was awarded $12,063,702.00, for
the implementation of the NSP which provides emergency assistance to the City to acquire foreclosed
properties that might otherwise become sources of abandonment and blight and to rehabilitate, resell
or redevelop the properties to stabilize neighborhoods and stem the decline of house values of
neighboring homes; and
WHEREAS, pursuant to Resolution No. 13-0489, adopted December 12, 2013, the City
Commission approved the allocation of NSP1 income funds in the amount of $300,000.00 for the
construction of new affordable homes at the City -owned sites located at 1477 Northwest 60th Street,
1336 Northwest 60th Street, 5852 Northwest 13th Avenue, and 1497 Northwest 60th Street alk/a 6005
Northwest 15th Avenue, Miami, Florida; and
WHEREAS, an additional property located at 1544 Northwest 58th Terrace, Miami, Florida, has
been added to the Single Family Infill Program; and
WHEREAS, the City has received additional NSP1 income in the total amount of $501,337.00; and
WHEREAS, the City Administration recommends the allocation of NSP1 income in the amount of
$501,337.00 to the Department of Community and Economic Development to administer the NSP
program in the amount of $50,134.00, and up to the amount of $451,203.00 for the construction of
new affordable homes at said City -owned sites;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The allocation of NSP1 income funds in the amount of $501,337.00 to the Department
of Community and Economic Development for the administration of the NSP1 in the amount of
$50,134.00, and up to the amount of $451,203.00, for the construction of new affordable homes at
City -owned sites, is authorized.
Section 3. The City Manager is further authorized{1} to execute all necessary documents, in a
form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor{2}.

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
