A Resolution establishing a new Special Revenue Project entitled: "E-Citation Project," and
appropriating funds, consisting of a grant award from the Florida Department of Transportation, for
the Department of Police, in the amount of $72,000, to equip the Traffic Enforcement Unit with mobile
ticketing devices, known as E-Citation; authorizing the City Manager to accept said grant, and to
execute the necessary documents, to implement acceptance of said grant.
Background Information:
The Miami Police Department was awarded funding to purchase twenty (20) mobile ticketing devices
with accessories for the Traffic Enforcement Unit. These devices will replace the paper -based citation
systems that are now being utilized. When law enforcement officers carry a mobile or handheld
computer with bar code scanning capabilities and an E-Citation application, a citation can be quickly,
easily and accurately issued in record time. A majority of the required information is automatically
entered into the electronic citation form through a quick scan of the bar code or magnetic stripe on a
driver's license or via a real-time connection to the state's Department of Motor Vehicles (DMV) or
National Crime Information Center (NCIC) databases. The effective date of the subgrant agreement
was October 1, 2013 and will end September 30, 2014. Per the letter from FDOT, the effective date of
the subgrant agreement is June 26, 2014, and only those costs incurred on or after that date and
before October 1, 2014 are eligible for reimbursement.
