Dooley, Director Miami & San Juan Passport Agencies Bureau of Consular Affairs U.S. Department of State Ryan Dooley is the Director of the U.S. Department of State's Miami and San Juan Passport Agencies, responsible for management of the Department's U.S. passport adjudication, fraud prevention, customer service, and outreach/public affairs initiatives for the entire state of Florida, Puerto Rico, and the U.S. Virgin Islands. Ryan leads a staff of almost 100 employees in Miami and 35 in San Juan dedicated to serving the U.S. passport needs of our community. Ryan serves as a member of the South Florida Federal Executive Board (FEB) and is also a member of the Miami Consular Corps. Prior to his selection as Director in November 2007, Ryan served as Assistant Regional Director of the Miami Passport Agency for three years. Ryan began his career with the U.S. Department of State in 1996 in the Bureau of Consular Affairs, Passport Services Directorate. He completed temporary consular assignments at U.S. Embassies in several Latin American countries and served as Special Assistant to former Secretary of State Madeleine Albright. In Washington, D.C., Ryan served in several capacities in the Passport Services Directorate and completed the Executive Potential Program, a year -long leadership program designed for mid -level Federal managers, where he undertook assignments as the Acting Political/Economic Chief of the U.S. Interests Section in Havana, Cuba; as a Mediator and Alternative Dispute Resolution (ADR) Specialist in the Department's Office of Civil Rights; and as an Employee Relations Specialist in the Bureau of Human Resources. Ryan has worked on numerous task forces to respond to the needs of American citizens overseas during crisis situations, including civil unrest, war, and natural disasters. In 2006, Ryan completed the Office of Personnel Management's Executive Development Seminar in Colorado and was a U.S. delegate to the Passport Anti- Fraud Working Group in Melbourne, Australia. His official State Department duties have taken him throughout the United States and to over 40 countries across the globe. In the aftermath of the 2010 earthquake in Haiti, Ryan and his staff traveled to Haiti helped coordinate the evacuation of more than 17,000 American citizens from that nation. Ryan is the recipient of several awards including the Department's 2011 Mary A. Ryan Award for Outstanding Public Service. Ryan is a graduate of The George Washington University in Washington, D.C. He also completed studies at the Universidad San Francisco de Quito in Ecuador and the University de Grenoble in France. He is fluent in Spanish and French and resides in Miami.
