Subject: Resolution authorizing the City Manager to execute Amendment No. 1 to the Agreement for the
provision of Environmental and Dredging Services ("Agreement") with CH2M Hill Constructors, Inc., for
Wagner Creek & Seybold Canal Waterways Project No. B-50643.
Purpose of Item:
To authorize the City Manager to execute Amendment No. 1 to the Agreement for Dredging Services with CH2M Hill
Constructors, Inc., ("CHM2 Hill") for the Wagner Creek & Seybold Canal Waterways Project No. B-50643, increasing
the contract by $2,409,588.19, for a total not to exceed award value of $3,409,588.1 and further authorizing CH2M
Hill to commence with the work for construction support services by exercising an Option for Phase II of the Project.
Funds in the amount of $2,409,588.19 are to be allocated from Capital Improvement Project B-50643,
Background Information:
The Wagner Creek and Seybold Canal Dredging Project ("Project") involves the removal of contaminated sediments
and improve drainage and navigation, ultimately benefiting Miami's local communities and south Florida's natural
aquatic resources. Wagner Creek, which merges into Seybold Canal, receives stormwater runoff from the surrounding
C-6 Basin, Historical stormwater discharge into Wagner Creek and Seybold Canal has resulted in elevated sediment
concentrations of dioxins, total polycyclic aromatic hydrocarbons (PAHs), and metals. Dredging activities will begin
where Wagner Creek exits a culvert system at NW 20th Street and will continue to the point where Seybold Canal
discharges into the Miami River. (See Attached Page 2 )

Consistent with the approved Corrective Action Plan ("CAP"), the Project will provide for the efficient and safe
excavation of contaminated, accumulated sediment in six Operational Sections (OS's) (five in Wagner Creek and one
in Seybold Canal), as well as transport of that sediment to an appropriate landfill(s). Wagner Creek is an important part
of the Miami River water system; however, it has been identified as a water body that has a high concentration of
pollutants.
The total estimated project cost for the design, permitting and construction of the dredging project is $23,000,000. The
City has received Florida Inland Navigation District ("FIND") grants, allocated Stormwater Utility Funds and is
expected to obtain approval from the State Revolving Fund to cover the shortfall of approximately $18,000,000. It is
important to note that the permits and FIND grants that have already been received for this project are in jeopardy of
expiration. By moving forward with the Phase II services, we can keep the permits and the grants active to prevent
expiration.
The City issued a Request for Letters of Interest ("RFLI") No. 05-06-090 to develop a short list of qualified firms and
a Request for Information ("RFI") No. 05-06-090 to enter into competitive negotiations for the provision of
Environmental Services for the dredging of the Wagner Creek and Seybold Canal Project.
Pursuant to Resolution No. 07-00827, adopted September 11, 2007, the City Commission authorized the execution of
an Agreement with CH2M Hill for the Project in the amount of $917,381 for the scope of work, plus an owner
contingency amount $82,619, for a total not to exceed award value of $1,000,000.
The Agreement for Dredging Services provided for the execution of a Phase II Option for the Construction Phase
services for the Project subject to City Manager and City Commission approval.
This Amendment No. 1 increases the Agreement by $2,409,588.19, for additional services, for a total not to exceed
award value of $3,409,588.19 and further authorizes the City to exercise the Option to commence with Phase II of the
Project and amend the scope of work to include construction project planning and support, design criteria package
preparation, construction team proposal evaluation, permitting and inspections. Timeline from commencement to
completion of Phase II of the Project is 739 calendar days.
