A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE RECOMMENDATIONS OF THE CITY MANAGER APPROVING
THE FINDINGS AND RECOMMENDATIONS OF THE EVALUATION COMMITTEE,
PURSUANT TO REQUEST FOR PROPOSALS ("RFP") NO. 439312, THAT
DESIGNATES MCGLADREY, LLP ("MCGLADREY PROPOSAL") AS SUBMITTING
THE FIRST AND HIGHEST RANKED PROPOSAL FOR THE PROVISION OF
EXTERNAL AUDITING SERVICES ("SERVICES") FOR THE DEPARTMENT OF
FINANCE; AUTHORIZING THE CITY MANAGER, AFTER CONSULTATION WITH
THE CITY ATTORNEY, TO NEGOTIATE AND EXECUTE A PROFESSIONAL
SERVICES AGREEMENT ("PSA") WITH MCGLADREY, LLP FOR THE PROVISION
OF SAID SERVICES FOR A PERIOD OF THREE (3) YEARS, WITH OPTIONS TO
RENEW FOR TWO (2) ADDITIONAL ONE (1) YEAR PERIODS; ALLOCATING
FUNDS FROM THE VARIOUS SOURCES OF FUNDS OF THE USER
DEPARTMENT, SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY
APPROVAL AT THE TIME OF NEED; FURTHER AUTHORIZING THE CITY
MANAGER, SHOULD NEGOTIATIONS FAIL WITH THE HIGHEST -RANKED
PROPOSER, TO NEGOTIATE AND EXECUTE A PSA WITH THE SECOND
HIGHEST -RANKED PROPOSER, CROWE HORWATH, LLP; FURTHER
AUTHORIZING THE CITY MANAGER, SHOULD NEGOTIATIONS FAIL WITH THE
SECOND HIGHEST -RANKED PROPOSER TO NEGOTIATE AND EXECUTE A PSA
WITH THE THIRD HIGHEST -RANKED PROPOSER, MARCUM, LLP; FURTHER
AUTHORIZING THE CITY MANAGER, SHOULD NEGOTIATIONS FAIL WITH THE
THIRD HIGHEST -RANKED PROPOSER, TO REJECT ALL PROPOSALS AND
ISSUE A NEW RFP SOLICITATION.
WHEREAS, on April 17, 2014, Request for Proposals ("RFP") No. 439312 was issued and five
(5) responsive and responsible proposals were received and evaluated by the Evaluation Committee;
and
WHEREAS, the Evaluation Committee, comprised of the City of Miami's ("City's") Audit
Advisory Committee, per Section 2-950 of the Code of the City of Miami, Florida, as amended ("City
Code"), met on June 17, 2014, for the review and evaluation of the proposals received; and
WHEREAS, the Evaluation Committee recommended that (1) the McGladrey, LLP proposal
which includes subcontractors Sanson, Kline, Jacomino, Tandoc & Gamarra, LLP ("SKJT&G") and
Sharpton, Brunson and Company, P.A. ("McGladrey Proposal") ranked first and highest; (2) the
Crowe Horwath, LLP proposal which includes SKJT&G ( "Crowe Horwath Proposal") ranked second;
and (3) the Marcum, LLP proposal which includes Alberni Caballero & Company, LLP ("Marcum
Proposal") ranked third; and
WHEREAS, the Evaluation Committee also recommended that the City Manager negotiate
and execute a professional services agreement ("PSA") with the first and highest -ranked proposer,

McGladrey, LLP; and should contract negotiations fail with McGladrey, the City Manager will be
authorized to negotiate and execute a PSA with the second highest -ranked proposer, Crowe
Horwath, LLP; and should contract negotiations fail with Crowe Horwath, LLP, the City Manager will
be authorized to negotiate and execute a PSA with the third highest -ranked proposer, Marcum, LLP;
and
WHEREAS, the City Manager concurred with the findings and recommendations of the
Evaluation Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and finding contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The recommendations of the City Manager approving the findings and
recommendations of the Evaluation Committee pursuant to RFP No. 439312, that (a) the McGladrey
Proposal ranked first and highest, (b) the Crowe Horwath Proposal ranked second highest, and (c)
the Marcum Proposal ranked third highest, in accordance with the terms set by the RFP, to provide
External Auditing Services for the Department of Finance, are accepted.
Section 3. The City Manager is authorized {1 } to negotiate and execute a PSA with the first and
highest -ranked proposer, McGladrey, LLP, for the provision of External Auditing Services, for a three
(3) year period, with the option to renew for two (2) additional one (1) year periods, with funds
allocated from the various sources of funds from the user department, subject to availability and
budgetary approval at the time of need.
Section 4. Should negotiations fail with the first and highest -ranked proposer, the City Manager is
further authorized {1 } to negotiate and execute a PSA with the second -highest ranked proposer,
Crowe Horwath, LLP, for the provision of External Auditing Services, for a three (3) year period, with
the option to renew for two (2) additional one (1) year periods, with funds allocated from the various
sources of funds from the user department, subject to availability and budgetary approval at the time
of need.
Section 5. Should negotiations fail with the second highest -ranked proposer, the City Manager is
authorized {1 }to negotiate and execute a PSA with the third highest -ranked proposer, Marcum, LLP,
for the provision of External Auditing Services, for a three (3) year period, with the option to renew for
two (2) additional one (1) year periods, with funds allocated from the various sources of funds from
the user department, subject to availability and budgetary approval at the time of need.
Section 6. Should negotiations fail with the third highest -ranked proposer, the City Manager is
authorized to {1} to reject all proposals and issue a new RFP solicitation.
Section 7. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
