Commissioner Carollo, this is an outstanding initiative and we very
much appreciate your leadership on this important issue.
Parcel B, as we all know, is owned by the County. The County has
long been responsible for the stewardship of Parcel B, and the
County is responsible for 'the lack of public access for many years
to it.
The County has been totally irresponsible with regard to public
access to, and enjoyment of, Parcel B.
When the referendum was held for the approval of construction of
what we now know as American Airlines Arena, the TV ads
showed and promised a park with soccer fields on Parcel B.
Today we have chain link fences and padlocks that keep the
residents of Miami off of Parcel B.
This is a civic crime, and the chief criminal is Mayor Carlos
Gimenez, because he could make this injustice go away with a
simple phone call.
I'd like to enter into the public record the official Property
Appraiser's data sheet on this property identified as 400 NE 8th
Street. It shows the zoning to be Parks and Recreation.

What does the County Charter — the most fundamental of all
documents binding citizens of this county to their government —
say about park land such as Parcel B. And remember — unlike
ordinances and resolutions that can be amended and changed at
whim, the County Charter was created by countywide referendum
and can only be changed by an extraordinary vote in a countywide
referendum.
This is what the County Charter says about park land:
"Parks, aquatic preserves, and lands acquired by the County for
preservation" — such as Parcel B — "shall be held in trust for the
education, pleasure, and recreation of the public and they shall be
used and maintained in a manner which will leave them
unimpaired for the enjoyment of future generations as a part of the
public's irreplaceable heritage.
"They shall be protected from commercial development and
exploitation and their natural landscape, flora and fauna, and
scenic beauties shall be preserved. In lands acquired by the County
for preservation and in parks along the Ocean or the Bay the
public's access to and view of the water shall not be obstructed or
impaired by buildings or other structures or concessions which are
in excess of 1500 square feet each."
So, I'm thinking there's not very much confusion in those words,
and those words are the most important, governing compact
between the citizens of Miami -Dade County and the City of Miami
and our county government.
This resolution sponsored by Commissioner Carollo is in total
accord with the County Charter, and deserves unanimous support.

1. Take down the chain -link fence at once that is keeping the
public from its Parcel B waterfront park.
2. Plant some grass and plant some trees and make what was
promised to be a park an actual park, and stop parking semi trailers
on Parcel B at the expense of the citizens so that concerts can
happen inside the Triple A. Find somewhere else, other than our
park at Parcel B, to park the 18 wheelers and port -a -potty's.
