Further, authorizing the allocation of funds not to exceed $50,000 from the Special Revenue Fund entitled "ACCESS Miami" to underwrite expenses resulting from the operation of the center not covered by the grant. Purpose of Item: To authorize the acceptance and appropriations of fund from the CareerSource South Florida d/b/a South Florida. Workforce Investment Board ("SFWIB") in an amount not to exceed of $1,841,042 for programmatic and administrative expenditures and an amount not to exceed of $790,042 for job seekers training and services for a total amount not to exceed $2,631,084, for the operation of the Center at the Lindsey Hopkins Education Center located at 750 NW 20 Street from July 1, 2014 to June 30, 2015, with the option to renew for two additional one year periods for the same up -to -amounts under the same terms and conditions; and authorizing the allocation of funds in an amount not to exceed $50,000, from the Special Revenue Fund entitled "ACCESS Miami" for operational costs not covered under the SFWIB grant. Director City Manage Page 1 of 2 Background Information Considering the employment indicators in the City of Miami, the City in 2013 opened a career center at the Lindsey Hopkins Technical Education Center located at 750 NW 20t'' Street, 4th Floor to have direct access to job opportunities as well as maintain our current economic advantage in the government, tourism, and educational sectors. To develop this workforce within City limits, the City of Miami is taking a proactive role to advance low income, dislocated, and public benefit recipients on the path to self-sufficiency by providing comprehensive workforce services at this Center. The Center is funded by South Florida Workforce Investment Board ("SFWIB") to provide services to job seekers and local businesses. The SFWIB funding is utilized for program and administration expenditures related to the provision of workforce services as well as for training and supportive services for program participants. In February 2014, South Florida Workforce changed its name to CareerSource South Florida. In its first year of operation (as of May 29, 2014), the CareerSource South Florida City of Miami Career center ("Center") met eighty six percent (86%) of the required performance measures which exceeds SFWIB requirements of meeting at least sixty-five percent (65%) of the program year 2013-14 Balance Scorecard SFWIB mandated measure. On addition: - 5587 customers received services - 1326 services provided to employers - 637 total placement - 4 participants completed training and all became employed in a related field - 845 job opening created - 160 welfare/cap participants were employed - 24 participants receiving training services On May 1, 2014, SFWIB issued the 2014 Request for Proposal (RFP) for workforce services. The Office of Grants Administration — Workforce Initiatives submitted the proposal on May 28t'', 2014. Per SFWIB, funding recommendations will be approved by their Board on June 19, 2014, contracts will be executed June 27th, 2014 for services and contract term to commence on July 1, 2014. The application submitted requested funding in an amount not to exceed of $1,841,042 for programmatic and administrative expenditures and an amount not to exceed of $790,042 for job seekers training and services for a total amount not to exceed $2,631,084 in order to continue and expand the current level of services being provided at the Center. Per the RFP, the contract shall be a fixed rate (Job Placement unit cost) contract with cost reimbursement components (ie. Support services and OJT), up to the contract/allocated amount. The allocation of funds from the Special Revenue Fund ACCESS Miami has been requested to cover expenses related to the operation of the career center not covered by the grant (i.e. space rental fees).
