A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT GRANT FUNDS FROM THE
SOUTH FLORIDA WORKFORCE INVESTMENT BOARD D/B/A CAREER SOURCE
SOUTH FLORIDA ("SFWIB") IN A TOTAL AMOUNT NOT TO EXCEED
$1,747,434.00 ("GRANT") FOR THE OPERATION OF THE MIAMI CAREER
1 CENTER ("CENTER") LOCATED AT THE LINDSEY HOPKINS EDUCATIONAL
CENTER LOCATED AT 750 NORTHWEST 20 STREET, MIAMI, FLORIDA;
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "SOUTH
FLORIDA WORKFORCE INVESTMENT BOARD GRANT FOR WORKFORCE
INITIATIVES 2014-2015" TO ACCEPT THE GRANT AND APPROPRIATING THE
GRANT IN AN AMOUNT NOT TO EXCEED $1,747,434.00; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A FIXED
RATE CONTRACT WITH COST REIMBURSEMENT GRANT COMPONENTS WITH
SFWIB AND TO NEGOTIATE AND EXECUTE ALL OTHER NECESSARY
AMENDMENTS, EXTENSIONS, RENEWALS, AND MODIFICATIONS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF
AND COMPLIANCE WITH THE GRANT AWARD FOR SAID PURPOSES, FOR THE
PERIOD COMMENCING JULY 1, 2014 THROUGH JUNE 30, 2015, WITH THE
OPTIONS TO RENEW FOR TWO (2) ADDITIONAL LIKE PERIODS AT THE SAME
NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS FOR
THE CENTER, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED; •
FURTHER AUTHORIZING THE CITY MANAGER TO ALLOCATE AND
APPROPRIATE FUNDS IN AN AMOUNT NOT TO EXCEED $50,000.00, FROM THE
EXISTING SPECIAL REVENUE FUND ENTITLED "ACCESS MIAMI" TO
UNDERWRITE OTHER EXPENSES RESULTING FROM THE OPERATION OF THE
CENTER NOT COVERED UNDER THE GRANT.

WHEREAS, South Florida Workforce Investment Board d/b/a Career Source South Florida, a
governmental agency and instrumentality of Miami -Dade and Monroe Counties ("SFWIB"), has
previously provided funding to the City of Miami's ("City's") Career Center ("Center"), which provides
an integrated menu of workforce and training services to job seekers including core/staff assisted
services, intensive services to unemployed workers, and training services to eligible individuals with
the goal of job placement; and

WHEREAS, the Center also provides services to business clients and local companies such as
conducting specialized recruitment events, listing job openings in the State's system, providing
information on on-the-job and paid -work experience programs, assisting in downsizing situations, and
matching job seekers to employers' needs; and
WHEREAS, the Center must also provide support services such as transportation vouchers,
clothing, credential validation, and work permits to eligible participants to eliminate barriers to
employment and self-sufficiency; and

WHEREAS, in its first year of operation, the Center met eighty-six percent (86%) of the
required performance measures which exceeds SFWIB requirements of meeting at least sixty-five
percent (65%) of the program year 2013-14 Balance Scorecard SFWIB mandated measure; and
WHEREAS, on May 28, 2014, the City's Office of Grants Administration -Workforce Initiatives
submitted an application to SFWIB for grant funding to continue providing workforce services at the
Center at the Lindsey Hopkins Educational Center located at 750 Northwest 20 Street, Miami, Florida;
and
WHEREAS, on June 19, 2014, SFWIB Board approved funding in an amount not to exceed
$1,241,449.00 for the Center's operational and administrative expenditures and in an amount not to
exceed of $505,985.00 for the training and services for job seekers, totaling an amount not to exceed
$1,747,434.00 ("Grant"), and authorized SFWIB to enter into a fixed rate contract with reimbursable
grant components with the City for the Center for a period commencing July 1, 2014 and ending June
30, 2015, with the options to renew for two (2) additional one (1) year terms at the same not to exceed
amounts and the same terms; and
WHEREAS, in order to continue City services at the Center, it is in the best interests of the City
for the City Commission to authorize the allocation and appropriation of funds not to exceed
$50,000.00 from the existing Special Revenue Fund entitled "ACCESS Miami" to underwrite expenses
not covered by the Grant resulting from operation of the Center;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA;
Section 1. The recitals and findings contained in the Preamble to this Resolution, are adopted
by reference and incorporated as fully set forth in this Section.

Section 2. The City Manager is authorized to accept the Grant from SFWIB for the operation of
the Center.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 4. The City Manager is further authorized{1 } to negotiate and execute a fixed rate
contract with cost reimbursement grant components with SFWIB and to negotiate and execute all
other necessary amendments, extensions, renewals, and modifications, in a form acceptable to the
City Attorney, to implement the acceptance of and compliance with the Grant award for said purposes,
