A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE ALLOCATION FOR PROGRAM YEAR 2014-2015 HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM FUNDS, IN
THE AMOUNT OF $11,381,465.00 AND IN THE AMOUNT OF $1,000,000.00 FROM
PREVIOUS YEARS' HOPWA FUNDING, FORA TOTAL ALLOCATION OF
$12,381,465.00, AS SPECIFIED IN ATTACHMENT "A," ATTACHED AND
INCORPORATED, TO PROVIDE HOUSING ASSISTANCE AND HOUSING
RELATED SERVICES TO LOW-INCOME INDIVIDUALS LIVING WITH HIV/AIDS;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE.
WHEREAS, the Housing Opportunities for Persons with AIDS ("HOPWA") Program was created
under the AIDS Housing Opportunity Act and revised under the Housing and Community Development
Act of 1992; and
WHEREAS, since 1994, the City of Miami ("City") has received HOPWA Program funds from the
United States Department of Housing and Urban Development ("HUD") and has been responsible for
the implementation of programs designed to provide housing and related services to individuals living
with HIV/AIDS in the City and throughout Miami -Dade County; and
WHEREAS, the City Administration recommends the allocation for Program Year 2014-2015
HOPWA Funds, in the projected amount of $11,381,465.00 and in the amount of $1,000,000.00 from
previous years' HOPWA funding, for a total allocation of $12,381,465.00, as specified in Attachment
"A", attached and incorporated, to provide housing assistance and housing related services to
low-income individuals living with HIV/AIDS; and
WHEREAS, the funding allocation to such activities specified in said Attachment "A", may need to
be adjusted once HUD confirms the final HOPWA formula allocation for Program Year 2014-2015;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The allocation for Program Year 2014-2015 HOPWA Program funds, in the projected
amount of $11,381,465.00 and in the amount of $1,000,000.00 from previous years' HOPWA funding,
for a total allocation of $12,381,465.00 as specified in Attachment "A", attached and incorporated, to
provide housing assistance and housing related services to low-income individuals living with
HIV/AIDS, is approved.

Section 3. The City Manager is authorized{1} to execute the necessary documents, in a form
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE DE -OBLIGATION OF HOUSING OPPORTUNITIES FOR
PERSON WITH AIDS ("HOPWA") PROGRAM FUNDS, IN THE AMOUNT OF
$348,230.00, FROM THE MIAMI BEACH COMMUNITY DEVELOPMENT
CORPORATION, INC. AND THE ALLOCATION OF FUNDS IN THE AMOUNT OF
$215,400.00 TO COMMUNITYAIDS RESOURCE, INC. AND THE AMOUNT OF
$132,830.00 TO THE CITY OF MIAMI DEPARTMENT OF COMMUNITYAND
ECONOMIC DEVELOPMENT, LONG TERM TENANT BASED RENTAL
ASSISTANCE PROGRAM, AS SPECIFIED IN EXHIBIT "A", ATTACHED AND
INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE
THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the Housing Opportunities for Persons with AIDS ("HOPWA") Program was
created under the AIDS Housing Opportunity Act and revised under the Housing and Community
Development Act of 1992; and
WHEREAS, pursuant to Resolution No. 13-0485, adopted December 12, 2013, the Miami City
Commission approved the allocation of HOPWA Program funds which included an amount of
$348,230.00 to the Miami Beach Community Development Corporation to provide housing assistance
and housing related services to low-income individuals living with HIV/AIDS; and
WHEREAS, due to financial difficulties currently being encountered by the Miami Beach
Community Development Corporation and the need to ensure that HOPWA Program funds are used
efficiently and effectively; and
WHEREAS, the City Administration recommends the de -obligation of HOPWA Program funds,
in the total amount of $348,230.00, from the Miami Beach Community Development Corporation, and
the allocation of funds in the amount of $215,400.00 to CommunityAlDS Resources, Inc., and the
amount of $132,830.00 to the City of Miami Department of Community and Economic Development,
Long Term Tenant Based Rental Assistance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Miami Department of Community and Economic Development, Long Term Tenant Based Rental
Assistance, as specified in Exhibit "A", attached and incorporated, is authorized.

Section 3. The City Manager is authorized {1} to execute the necessary documents, in a form
