HomeMy WebLinkAboutR-14-0220City of Miami Legislation Resolution: R-14-0220 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 14-00435 Final Action Date: 6/12/2014 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT A REIMBURSEMENT GRANT IN A TOTAL AMOUNT NOT TO EXCEED $150,000.00 ("GRANT") FROM THE MIAMI-DADE COUNTY HOMELESS TRUST ("TRUST"); ESTABLISHING A SPECIAL REVENUE PROJECT ENTITLED:" 2014 CASH MATCH FOR THE EMERGENCY SOLUTION GRANT -OUTREACH PROGRAM" AND APPROPRIATING GRANT FUNDS, IN AN AMOUNT NOT TO EXCEED $150,000.00 TO PROVIDE OUTREACH, HOUSING PLACEMENT AND OTHER SERVICES TO HOMELESS INDIVIDUALS IN MIAMI-DADE COUNTY; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A GRANT CONTRACT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, BETWEEN THE CITY OF MIAMI AND MIAMI-DADE COUNTY AND ANY OTHER NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID GRANT AWARD. WHEREAS, as a result of the 2013 Fiscal Year federal sequestration process, the Emergency Solution Grant funds assigned to the City of Miami ("City") have been reduced with a direct impact to the services delivered by the Miami Homeless Assistance Program ("Program"); and WHEREAS, the Miami -Dade County Homeless Trust ("Trust") approved gap funding through a reimbursement grant in an amount not to exceed $150,000.00 ("Grant") to the City to continue providing said services; and WHEREAS, said Grant funds will be used by the Program to provide intervention services for the temporarily and chronically homeless, as well as to provide outreach, housing, transportation and other supportive services as necessary; and WHEREAS, it is appropriate for the City Manager to accept said Grant and to establish a special revenue project fund for the appropriation of said Grant award; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized{1} to accept the Grant in a total amount not to exceed $150,000.00 from the Trust for the Program. Section 3. The following Special Revenue Project is established and resources are City of Miami Page 1 of 2 File Id: 14-00435 (Version: 11 Printed On: 1/3/2018 File Number: 14-00435 Enactment Number: R-14-0220 appropriated as described below: FUND TITLE : 2014 Cash Match for the Emergency Solution Grant -Outreach Program RESOURCES: Miami -Dade County Homeless Trust $150,000.00 APPROPRIATIONS: to provide outreach, and housing placement services to homeless $150,000.00 individuals in Miami -Dade County Section 4. The City Manager is authorized{1} to negotiate and execute a Grant Contract, in a form acceptable to the City Attorney, between the City and Miami -Dade County, and any other necessary documents, in a form acceptable to the City Attorney, in order to implement the acceptance and administration of said Grant award. Section 5. The expenditure of these Grant funds for the operation of the Program is authorized. Section 6. These authorizations shall remain valid and outstanding even if the Grant award is reduced or increased. Section 7. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including, but not limited to, those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
