Regarding PZ 1, the proposed new Sign Code: This proposed Sign Code has several significant problems: 1. Electronic Message Signs (EMS). Sect. 10.3.9, pg. x.25 or page 58. Delete all references to EMS. Electronic Message Signs (EMS) are nothing more than mini -LED billboards. The City of Miami and Miami -Dade County are currently unable to enforce their current respective Sign Codes. (Per testimony at PZAB). Allowing EMS signs and/or LED mini -billboards on almost every business would allow overly excessive visual pollution. In addition, these mini -LED billboards, as proposed, will be allowed in mixed use neighborhoods and/or much too close to residential neighborhoods. 2. Media Tower. Delete Media Tower in any proposed Sign Code. Further, make a motion that City staff take all steps necessary to remove all traces of Media Tower from Chp 62, Miami 21 and anywhere else it lays waiting in the tall grass for a weak Mayor and weak Commissioners to approve a 500' tall tower specifically designed to hold unlimited illegal LED billboards visually polluting Miami. Say No to obnoxious ad pollution as far on the horizon as the eye can see. (27 miles at 500'). 3. Demand that any proposed Sign Code be drafted so that nonconforming and illegal signs come down now. Many signs and many billboards have been illegal for years and many have been illegal for decades. Many were supposed to be taken down years ago. Perhaps use a six month moratorium maximum but do not allow more unlimited extensions. 4. Illumination. New legislation should require that all ad signs and all non -primary business identification signs and signs advertising "goods and services sold off -site" should be turned off when the business closes or at 11:00 pm, whichever is earlier. No more 24/7 LED ads and/or 24/7 flashing ad signs. Demand respect for our scenic beauty. Respect our residents and respect our tourists. We have other comments but this is a start.
