A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AFFILIATION
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY
OF MIAMI ("CITY"), MIAMI DADE COLLEGE, AND THE 5000 ROLE MODELS OF
EXCELLENCE PROJECT, INC., FOR THE PURPOSE OF THE CITY'S
DEPARTMENT OF FIRE -RESCUE PROVIDING STUDENTS IN MIAMI DADE
COLLEGE EMERGENCY MEDICAL SERVICES TRAINING PROGRAMS
ACADEMIC, CAREER, AND CLINICAL INSTRUCTION BY UTILIZING FACILITIES
'AND PERSONNEL OF THE CITY'S DEPARTMENT OF FIRE -RESCUE
EMERGENCY MEDICAL SERVICES PROGRAM.
WHEREAS, the City of Miami's ("City's") Department of Fire -Rescue provides emergency
medical services; and
WHEREAS, Miami Dade College ("MDC") provides emergency medical services training
programs for students and periodically desires to provide students in such programs with clinical
experience by cooperating and affiliating with the City's Department of Fire -Rescue; and
WHEREAS, the City desires to cooperate and affiliate with MDC and the 5000 Role Models of
Excellence Project, Inc. to establish and implement academic and clinical training experience
programs, including the City's Department Fire -Rescue Emergency Medical Services ("EMS"), and
involve the students and personnel of MDC, by utilizing appropriate facilities and personnel of the
City's Department of Fire -Rescue; and
WHEREAS, MDC is the largest and most diverse college in the nation; and
WHEREAS, MDC has seven (7) campuses, two (2) centers, and more than 175,000 students
from across the world; and
WHEREAS, MDC offers over three hundred (300) programs of study and several degree
options including vocational, associate, and baccalaureate degrees; and
WHEREAS, the 5000 Role Models of Excellence Project, Inc. is a dropout prevention
mentoring program committed to closing the minority male achievement access gap by guiding
minority male students along a carefully charted path through grades K-12 and college, or ensuring
the attainment of other post -secondary credentials, and increasing their employability in higher wage,
high skills jobs within high demand industries; and
WHEREAS, minority boys, ages 9-19 years old, who have promise, but are at -risk because of
negative behaviors or socio-economic conditions, are referred by school principals, counselors,
teachers, or parents to the 5000 Role Models of Excellence Project, Inc.; and

WHEREAS, said program services children who are being reared without the benefit of a father
or a positive male role model, and most students enter the program in middle school and continue
activities throughout their high school and post -secondary education years; and
WHEREAS, the City wishes to execute an Affiliation Agreement, in substantially the attached
form, between the City, MDC, and the 5000 Role Models of Excellence Project, Inc. for the
advancement of the City's Department of Fire -Rescue EMS Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized {1} to execute an Affiliation Agreement, in
substantially the attached form, between the City, MDC, and 5000 Role Models of Excellence Project,
Inc. for the purpose of the City's Department of Fire -Rescue providing students in the MDC EMS
Training Programs, academic, career and clinical instruction by utilizing facilities and personnel of the
City's Department of Fire -Rescue EMS Program.
Section 3. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
