A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ACCEPTANCE AND APPROPRIATION OF REIMBURSEMENT
GRANT FUNDS FROM THE CITIES FOR FINANCIAL EMPOWERMENT FUND,
INC., IN AN AMOUNT NOT TO EXCEED $395,200.00 ("GRANT"), AND
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED "SUMMER
YOUTH EMPLOYMENT PROGRAM" FOR THE PURPOSES OF SUPPORTING 100
SUMMER YOUTH EMPLOYMENT OPPORTUNITIES, AS WELL AS RESEARCHING
AND DEVELOPING PROGRAM COMPONENTS TO CONNECT PARTICIPANTS TO
FINANCIAL COUNSELING AND BANKING OPPORTUNITIES (COLLECTIVELY,
"PROGRAM"); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE THE AWARD AGREEMENT, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, FORA ONE (1) YEAR PERIOD, AND ANY AMENDMENTS,
MODIFICATIONS, EXTENSIONS, AND RENEWALS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, IN ORDER TO ACCEPT THE GRANT AND TO IMPLEMENT
THE PROGRAM.
WHEREAS, the Poverty Initiative and ACCESS Miami has, as one of its four (4)
cornerstones, the goal of assisting City of Miami ("City") constituents access to benefits and the
opportunity to reach financial self-sufficiency through financial education; and
WHEREAS, the Cities for Financial Empowerment Fund, Inc., a Delaware non -stock,
non-profit corporation ("CFE") supports municipal efforts to improve the financial stability of
households by leveraging opportunities unique to local government and, at this time, CFE through
the CFE Fund is launching Summer Jobs Connect, a research and pilot program supporting 2014
Summer Youth Employment Programs and their connection to financial education and empowerment
and banking access initiatives (collectively, the "Program"); and
WHEREAS, the CFE Fund works to promote economic progress in communities around the
world and focuses on initiatives that expand financial inclusion and has partnered with ten (10) of the
largest cities in the United States, including Miami, through grants to implement the Program; and
WHEREAS, the Program's goal is to replicate and implement in the City the CFE Fund's
existing pilot program model to facilitate a coordinated national effort to affect and improve the
self-sufficiency of its low/moderate income youth and increase their access to the financial tools and
education that are fundamental to economic prosperity and success; and
WHEREAS, the CFE Fund has awarded the City a reimbursement grant in the amount of
$395,200.00 ("Grant") for a one (1) year period commencing as of March 1, 2014 to hire 100 youth
ages 16-19 residing in low to moderate income areas in the City to establish the Program; and
WHEREAS, this Grant funding will also allow for researching appropriate financial products and

services and financial education for youth participating in summer employment opportunities,
participating in a learning community convened by the CFE Fund, and developing a plan to implement
enhanced financial education and access to banking into the future 2015 summer youth employment
program; and
WHEREAS, the Program will leverage and take advantage of the City's existing financial
literacy and individualized financial coaching program currently offered by the Poverty Initiative and
ACCESS Miami; and
WHEREAS, it is appropriate for the City Manager to accept the funding and establish a new
special revenue project for the appropriation of said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals contained in the Preamble to this Resolution are adopted by reference
and incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized {1} to accept the Grant for the purposes of the
Program.
Section 3. The following new Special Revenue Fund is established and resources are
appropriated as described below:
FUND TITLE: Summer Youth Employment Program
RESOURCES: The Cities for Financial Empowerment Fund, Inc. $395,200.00
APPROPRIATIONS: Hiring of 100 youths for the Summer Youth $395,200.00
Employment Program for researching appropriate
financial products and services and financial
education for youth participating in summer
employment opportunities, participating in a learning
community convened by the CFE Fund, and developing
a plan to implement enhanced financial education
and access to banking into the future 2015 summer
youth employment program.
Section 4. The City Manager is further authorized {1} to negotiate and execute the award
agreement, in a form acceptable to the City Attorney, for a one (1) year period, and any amendments,
modifications, extensions, and renewals, in a form acceptable to the City Attorney, in order to accept
the Grant and to implement the Program.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.{2}

{1} The herein authorization is further subject to all requirements that may be imposed by the
including but not limited to those prescribed by Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
