Staff Report and Business Impact Statement
Short Title
Purpose:
The proposed legislation will allow a single project that is providing a public infrastructure benefit, by a
public agency, to receive a 20-foot height benefit in the Miami Modern Historic District. There is a direct
public benefit, in the amount of $6 million, that must be provided by the project. The public benefit may be in
form of providing public parking, public resiliency to rights -of -way, or public micromobility transit options,
which are to be directly serve the Miami Modern Historic District.
Estimated Direct Economic Impact:
• There is no foreseeable costs that businesses may reasonably incur if the ordinance is enacted, as the
purpose of the legislation is for the owner of the property providing the benefit, is the only one
bearing any costs associated with the development.
• There should be no additional fee or charge or tac that a business would be subjected to if the
ordinance is adopted. All costs of impact are to be bore by the project developer and agency, not
private businesses; and
• The City of Miami's regulatory costs are minimal if non-existent, however, the City of Miami may
see new parking revenues if the ordinance is utilized to provide public parking.
Estimated Number of Businesses to be Impacted:
An estimated 100 businesses may be impacted by the ordinance through public infrastructure
mprovements.
Additional Information:
While many businesses may be impacted, the impact is a positive one, as the area affected
by the legislation is providing a benefit of parking along a major traffic corridor that has
loss many parking spaces due to Florida Department of Transportation ownership and
control of the major rights -of -way in the area to be affected.
Recommendation: Approval/ Denial
