Pace Picnic Island, often called Teacher's Island, offers stunning views of the downtown Miami
skyline and is easily visible from the MacArthur Causeway. Positioned north of Biscayne Island
in Biscayne Bay and just offshore from Miami's Edgewater and Upper Eastside districts, this
island is a popular destination for boaters. Adjacent to the Intracoastal Waterways, Pace Island
offers recreational boaters and visitors access to Biscayne Bay and Miami's waterways.
Project Description: This project focuses on the debris removal and maintenance of Pace Picnic
Island. The escalating issues of plastic pollution, hyper salinity due to inadequate freshwater
inflow, and nutrient pollution have severely impacted Biscayne National Park, resulting in the
loss of seagrass, coral, and fish populations. To combat these environmental threats, the City of
Miami is implementing this project to prevent visitor -induced contamination. Partnering with the
Aquatic Control Group, the initiative will involve bi-weekly cleanings and additional services
during peak boating season, costing $750 per week.
In recognition of the importance of preserving the natural beauty and environmental integrity of
our waterfront parks and islands, the City of Miami Commission unanimously passed a
resolution approving the Leave No Trace policy at the March 14, 2024, commission meeting.
The policy aims to ensure the sustainable use of our natural resources while minimizing the
impact of human activity. This project supports the Parks and Recreation Department's "Leave

No Trace" initiative, aiming to remove debris and restore the islands to a safe, pristine condition
for public use. Park rangers and Miami police actively patrol the island to ensure safety.
Timeline:
NOA - Notice of Award
NOA + 120 days — Complete all necessary documentation, commission approval and contract
execution
NOA + 30 days — Complete procurement
NOA + 30 days — Clean-up will be complete at Pace Picnic Island
30 weeks, August 2024-March 2025
Any contributing partners and/or subcontractors shall be listed, including their specific
responsibilities and contributions: Aquatic Control Group will be the subcontractor for this
project. Clean-up supplies will include but are not limited to: Waterproof boots, gloves, garbage
bags, pick sticks, and dumpsters. Partnering and volunteer organizations working on this project
include the Florida Department of Environmental Protection (FDEP) and VolunteerCleanup.Org.
Any previous actions related to this project shall also be described: Initially, Pace Picnic Island
debris removal was under contract and managed by Miami -Dade County. However, they have
since discontinued debris removal resulting in the City having complete control of the
maintenance. Therefore, the current bid with the debris removal company for the remaining islands
does not encompass services for Pace Picnic Island.
A minimum 5-year maintenance plan shall be included, with a listing of activities and
personnel to accomplish the maintenance plan: The City of Miami commits to a 5-year
maintenance plan for Pace Picnic Island, which will include clean-up on a weekly basis. The
number of staff will be determined based on the amount of accumulated debris and upkeep of the
island. City staff will assess the degree of clean up needed, rent a dumpster if required, purchase
supplies, clean-up and dump all debris that can be removed.

Size: 118 meters long x 60 meters wide
Visible from the Rickenbacker Causeway, Willis Island is another popular spot for Miami
boaters. Positioned near the Brickell area, Willis Island offers boaters navigating the Atlantic
Intracoastal Waterways access to Biscayne Bay and Miami's waterways.
Project Description: This project is dedicated to the debris removal and upkeep of Willis Island.
The area faces increasing challenges from plastic pollution, heightened salinity due to inadequate
