Torres serves as the President and Chief Executive Officer of the Early Learning Coalition of Miami -Dade and Monroe counties in Florida, an organization authorized by the 1999 Florida legislature. The Coalition is charged with establishing and improving early education programs for children in Miami -Dade and Monroe counties. The Coalition administers the state's Voluntary Prekindergarten and School Readiness programs in partnership with the public school system and early care and education providers. Other programs include a five star quality improvement and professional development system for early care and education providers, a program to conduct developmental screenings and assessments for children 0 - 5. The coalition contracts with approximately 1,500 early care and education providers in the two counties, has offices throughout Miami -Dade and Monroe counties, and serves 50,000 children annually. Prior to joining the Early Learning Coalition, Mr. Torres served as Senior Vice President for a not -for - profit human services agency. While there, Mr. Torres established services for the agency's newest market in Miami -Dade County. Under his leadership, the agency experienced growth and excellent performance. Prior to joining the nonprofit sector, Mr. Torres spent 20 years in state government in a number of leadership positions. Mr. Torres serves on a number of community boards. Mr. Torres holds a master's degree in public administration from Florida International University (FIU) and has been teaching public administration and public relations as an adjunct instructor at FIU for the past 10 years.
