Purpose of Item: To authorize an additional owner contingency allowance with JVA Engineering Contractor, Inc., for the District 3 - Roadway, Traffic and Drainage Improvements (Part 2) Project, necessitated due to field conditions, in the amount not to exceed $12,699.68, thereby increasing the project's total award value from $377,631.26, to a total amount not to exceed $390,330.94; allocating funds for said increase from Capital Improvement Project No.'s B-40303 and B-40310. Background Information: Pursuant to R-13-0249, adopted June 27, 2013, the City Commission authorized the execution of a Contract with JVA Engineering, Inc., ("JVA") for the District 3 - Roadway, Traffic and Drainage Improvements (Part 2) Project ("Project") in the bid amount of $343,301.15, for the scope of work, plus a ten percent (10%) owner contingency in the amount of $34,330.11, for a total not to exceed award value of $377,631.26. The Project consists of five (5) areas of roadway and drainage improvements located throughout District 3. The existing contingency for the work being done under Project No.'s B-40303 and B-40310 has been utilized for owner requested changes and unforeseen conditions, including additional milling, asphalt pavement, curb & gutters, an additional drainage inlet, additional sod and the addition of 25' of French drain. The requested additional owner contingency allowance is necessary to cover these additional activities/quantities necessitated due to field conditions and is essential for completion of the Project.
