An investigation was conducted to determine whether ShotSpotter, Inc., located at 7979 Gateway Blvd., Suite 210, Newark, CA 94560-
1156 is the sole source provider of the ShotSpotter Flex Gunfire Locator System for the Department of Police.
Pursuant to Resolution No. 13-0218, adopted on June 13, 2013, the Miami City Commission directed the City Manager to undertake
actions necessary to procure and implement a Gunfire Locator System in the City of Miami, in particular, a four (4) square mile area
including, one (1) square mile in Overtown, two (2) square miles in Liberty City and one (1) square mile in Little Haiti.
Acting upon this directive, the Police Department is seeking to purchase the ShotSpotter Flex Gunfire Locator System. This wide -area
system uses acoustic sensing technology protected by 27 unique and current patents to identify, discriminate, record and locate gunshots
and other explosive events to law enforcement and police departments within seconds of the shots being fire. The sensing is
accomplished via multiple networked acoustic sensors deployed over a wide area that communicate registered gunshot and explosion
activity back to a central server. Gunshot Location systems is the only viable and commercial -off -the -shelf solution available to government
agencies in their efforts to reduce gunfire and related violent crime.
ShotSpotter, Inc. is the exclusive provider of ShotSpotter Flex, the cloud -based, subscription managed service offering which includes
warranty, repair, maintenance and support services on all of its systems. No other technology can meet the ShotSpotter system
specifications as all key areas of the ShotSpotter solution are covered by the ShotSpotter patent portfolio. A vast number of agencies at all
levels of government have purchased this solution through a sole source process, including sole source approvals from the Department of
Justice and Department of Homeland Security. In Florida, Miami Gardens, Riviera Beach, and the Palm Beach Sheriffs Office have all
requested and received sole source approval to purchase this solution.
Furthermore, the system offers the following unique forensic and intelligence data that enhance situational awareness, investigations, and
prosecutions:
• Audio clips of each incident from multiple sources that can be exported as standard WAV files from each participating sensor for sharing
with agents, prosecutors, and presentation in court.
• Ability to know if the incident involved a single round or multiple rounds of gunfire.
• Ability to determine if the incident involved one or multiple shooters
• Ability to infer type(s) of firearm(s) involved in gunfire incidents.
• Details of a shooter's path and rate of movement if multiple rounds are fire on -the -move (e.g. drive -by shooting)
Therefore, based on the above, and pursuant to Section 18-92 of the City of Miami Procurement Ordinance, it is recommended that the
requirements for competitive bidding be waived and the above findings be approved that ShotSpotter, Inc., located at 7979 Gateway Blvd.,
Suite 210, Newark, CA 94560-1156, is the sole provider of the ShotSpotter Flex Gunfire Locator System, at a total first year cost of
$275,000. Allocating funds for the first year, in the amount of $2)00,000,00 from the Law Enforcement Trust Fund, Award No, 1171, Project
No. 19-690003, and Account Code o. 12500.191602,664000.0.0 and $75,000 from CRA Account No.
10050.920101.883000.0000.00000. Allocating fund for future annual subscription fees in the amount of $185,000, from the various
sources of funds, subject to the avain nd udget approval at the time of need.
