February 5, 2014 City of Miami Planning and Zoning Department Division of Land Development File ID#:13-01451zc ANALYSIS FOR ZONING CHANGE REQUEST: Pursuant to Article 7, Section 7.1.2.8 (a) (3), to allow a change the zoning designation of the properties located on the southern portion of the block bounded by SW 14 Street to the south and SW 12 Avenue to the east from T3-R (Sub -Urban Transect Zone - Restricted) to CS (Civic Space Zone). PROJECT:Allow a park use in the subject properties LOCATION: 1320 - 1330 SW 12 Avenue NET DISTRICT: Coral Way NET FOLIO #(s): 0141380080140 and 0141380080160 SQUARE FOOTAGE: 10,019 s.f = .23± acres ZONING DESIGNATION: Current Zoning Designation: T3-R (Sub -Urban Transect Zone- Restricted) Proposed Zoning Designation: CS (CIVIC SPACE ZONE) LAND USE CLASSIFICATION: Is the proposed zoning designation compatible with the MCNP-FLUM: ❑ Yes Z No Current Future Land Use category: Single Family - Residential Required Future Land Use category: Public Parks and Recreation URBAN DESIGN FINDINGS AND COMMENTS: 1. The subject rezoning from T3-R to CS is deemed to comply with Article 7, Section 7.1.2.8 (a) (3) of the Miami 21 Code successional Zoning. 2. If approved, the proposed zoning designation will require a Comprehensive Neighborhood Plan (MCNP) FLUM amendment from "Single Family Residential" to "Public Parks and recreational." File ID#:13-01452zc 3. The adjacent parcel to the east along SW 12 Avenue is designated CI (Civic Institution). The parcels to the south, north, and west are designated T3-R (Sub - Urban Transect Zone- Restricted). 4. The proposed use (Park) is compatible with the surrounding residential and civic uses. 5. This proposed rezoning will enhance the quality of life in the surrounding residential neighborhoods by providing a recreational amenity in the area, hence improving the Parks and Open Space Levels of Service. Analysis for ZONING CHANGE File ID: 13-01451zc a) The proposed change conforms with the adopted Miami Comprehensive Neighborhood Plan and does not require a plan amendment. b) The proposed change is in harmony with the established land use pattern. c) The proposed change is related to adjacent and nearby districts. d) The change suggested is not out of scale with the needs of the neighborhood or the city. e) The proposed change maintains the same or similar population density pattern and thereby does not increase or overtax the load on public facilities such as schools, utilities, streets, etc. f) Existing district boundaries are illogically drawn in relation to existing conditions on the property proposed for change. g) Changed or changing conditions make the passage of the proposed change necessary. h) The proposed change positively influences living conditions in the neighborhood. i) The proposed change has the same or similar impact on traffic and does not affect public safety to a greater extent than the existing classification. j) The proposed change has the same or similar impact on drainage as the existing classification. k) The proposed change has the same or similar impact on light and air to adjacent areas as the existing classification.
