Director City Manage Page 1 of 1 AGENDA ITEM SUMMARY FORM CONTINUED Background Information: The Housing Opportunities for Persons with AIDS ("HOPWA") Program was created under the AIDS Housing Opportunity Act and revised under the Housing and Community Development Act of 1992. Pursuant to Resolution No. R-13-0485, adopted December 12, 2013, the Miami City Commission approved the allocation of HOPWA funds which included an amount of $348,230 to Miami Beach Community Development Corporation to provide housing assistance and housing related services to low-income individuals living with HIV/AIDS. Due to monitoring findings regarding financial management, the City has no confidence in this organization's ability to manage the HOPWA contract efficiently and effectively. Community Aids Resource, Inc. responded to the current year's request for proposal but was not funded because of lack of funds. The Administration recommends the de -obligation of HOPWA funds, in the total amount of $348,230, from Miami Beach Community Development Corporation, and allocates the amount of $215,400 to Community Aids Resources, Inc, and the amount of $132,830 to the City of Miami, Department of Community and Economic Development, Long Term Tenant Based Rental Assistance.
