Purpose of Item:
AUTHORIZING THE AMENDED CITY OF MIAMI ("CITY") LOCAL HOUSING ASSISTANCE PLAN
("LHAP"), ATTACHED AND INCORPORATED, FOR THE PERIOD OF JULY 1, 2013, THROUGH
JUNE 30, 2016, FOR THE CONTINUED PARTICIPATION OF THE CITY IN THE FLORIDA STATE
HOUSING INITIATIVES PARTNERSHIP ("SHIP") PROGRAM; AUTHORIZING THE CITY MANAGER
TO EXECUTE ALL NECESSARY DOCUMENTS FOR SAID PURPOSE, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, TO IMPLEMENT THE TERMS AND CONDITIONS OF THE SHIP
PROGRAM AND THE LHAP.

Background Information:
In July 1992, the State of Florida enacted the William E. Sadowski Affordable Housing Act
("Sadowski Act"), which provides for the allocation of a portion of new and existing documentary
stamp taxes on deeds on real estate transactions to local governments for the development and
maintenance of affordable housing.
The Sadowski Act provided a dedicated revenue source for affordable housing and created the State
Housing Initiative Partnership ("SHIP") Program.
Pursuant to Section 420.9072(2)a of Florida Statute, a county or eligible municipality must submit to
the corporation its local housing assistance plan describing the local housing assistance strategies to
be eligible to receive funds under the program.
On November 21, 2013, pursuant to Resolution No. R-13-0448 the Miami City Commission approved
the Single Family Rehabilitation Program subsidy amount from $35,000.00 to $50,000.00; and this
change requires an amendment to current Local Housing Assistance Plan ("LHAP")
The Administration is recommending approving the amendment the City of Miami "Local Housing
Assistance Plan" (LHAP), attached and incorporated for a period of July 1, 2013 through June 30,
2016.
