Pursuant to Article 5 and Article 7, Section 7.12,8 of Ordinance 13114, as amended, the Zoning Ordinance
of the City of Miami, Florida, the subject proposal has been reviewed for an amendment to the Zoning Atlas
as follows:
Application requests:
The request is to change the zoning classifications for three parcels from T3-R Sub Urban
Transact Zone - !Restricted" to T3-0 "Sub -Urban Transect Zone - Open'.
The subject properties are located within the West Flagler NET area, and consist of one interior parcel of
approximately 0,31 acres; located on the east side of NW 23rd Place, approximately midway between
NW 3rd Street and NW 7th Street (Complete legal description is on file with the Hearing Boards Section),
Review and analysis of the proposed application finds that:
The subject request coMplies with Article 7, Amendment to the Miami 21 Code, 7,1.2,8 (a) for
successional Zoning,
This request does need a companion item far land use change to the subject parcel from " Single
-
Family Residential" to " Duplex Residential", to comply with the Miami Comprehensive
Neighborhood Plan (IVICNP)
• The current zoning designation creates an uneven designation on both sides of NW 23 Place,
where the subject parcel is located,
• The proposed zoning change will promote an appropriate transition all around the subject property.
• Approving the requested change from T3-R to T3-0 would not have a negative impact on the
character of the area and would not be out of scale with the surrounding neighborhood,
The proposed zoning change to 13-0 will be compatible to the properties immediately to the West,
North and East; thus promoting a proper transition to the properties to the South along NW 23rd
Place, currently zoned T3-R.
Based on the aforementioned findings, the Planning Department recommends for the application
approval as presented

Mr. David Young offered the following resolution and moved its adoption:
A RESOLUTION OF THE MIAMI PLANNING, ZONING AND APPEALS BOARD
RECOMMENDING APPROVAL TO THE MIAMI CITY COMMISSION, AMENDING THE
ZONING ATLAS OF ORDNANCE NO. 13114, AS AMENDED, BY CHANGING THE ZONING
CLASSIFICATION FROM "T3-R" SUB -URBAN ZONE TO "T3-O" SUB -URBAN ZONE, FOR
THE PROPERTY LOCATED AT APPROXIMATELY 469 NORTHWEST 23RD PLACE, MIAMI,
FLORIDA; MAKING FINDINGS; CONTAINING A SEVERABILITY CLAUSE AND PROVIDING
FOR AN EFFECTIVE DATE,
