the City has conducted confirmation
samples at the eastern edge of the park
where soil samples have returned clean, If
the lab results re -confirm the clean
results, the City plans to re -open at least
the eastern half of the park by early March
2014.
Closed. A solid waste delineation report
was submitted to DERM on 1/30/2014.
The report included an overview of where
solid waste debris was located beneath
the ground surface throughout the park.
A site assessment plan is in process to
collect samples to confirm the sections of
the park that are contaminated as a follow
up to the visual solid waste delineation
report. The City anticipates to implement
the site rernediation early March.
Closed. The park initially remained open
following the discovery of surficial solid
waste debris and collection of soil samples
at random locations within the park. The
City evaluated the possibility of
implementing public access restrictions at
certain areas of the park where surficial
solid waste is observed (melted glass,
etc.). The plan to restrict public access
areas proved to be extensive in addition to
the still unknown full extent; therefore the
City of Miami has closed the park as of
February 7, 2014, Additional Site
Assessment via collection and testing of
soil will resume in February. The recent
closing of this park is anticipated to be
temporary, with gradual re -openings of
sections after each area is tested and/or
mitigated where necessary. Re -openings
of certain sections could occur as early as
mid -March.
Closed. Southside Park will remain closed
until a complete site assessment is
conducted . A visual delineation report
was recently submitted on February 3,
2014. The City is in the process of
evaluating exactly how much of the park is
affected via collection and testing of the
soil, The City plans to complete its
delineation by March and have an
approved remediation plan by early May
for implementation.

Based on the findings from two City of Miami Parhs. Blanche and Menie Christmas, DERM recommends
that an environmental status review of City of Miami Parks be conducted.
A1eminimum, the following screening chbaha should beused toevaluate the Parks. Historical land use
using available records shall be eva|uoted, with particular ornphun|s on past umom such as rock quarries.
Historical oeho| photographs ahoU also be reviewed to assist in the evaluation or identify historical uses of
the pod«. including |andfiUing activities, AdddionoUy, the year ofacquisition ohmU be used as screening
orib:hm and whether Phase 1/Phase 2 Environmental Audit was conducted at the property. These
criteria will assist in the determination of whether site specific screening in warranted. The City may
remove those parks from the screening process that have already undergone assessment and have
already been addressed or are in the process of being eddnamoad (e.g., Fenn |s|m. otol To assist in the
screening prooeoo. DEgM recommends that initial site screening begin with site reconnaissance to
visually identify solid waste, Following site rmconnoinaonce, a proposal for site specific soil sampling shall
be prepared. The number and location of soil samples shall be based on the size of the park and location
and size ofopen space areas within the park. Based upon the results, the appropriate recommendation to
address parks identified with contamination shall bemade.

Street in Miami to determine if the site was eligible for USF funding and inclusion in
the Cuunty'oComprehensive Landfill Closure Plan. Any waste site located in Miami -
Dade County may be considered eligible for USF funding from the Public Works and
Waste Management Department (PVVVVM)ifbmeets the following criteria, subject to
odetermination bythe PVVVVMBond Engineer:
1. The site must be owned by o municipal government (includes County -owned
sites)
2. There must be documentedground water contamination at the site that exceeds
RER standards and poses a potential risk of water supply contamination as
determined byRER.and/or
3. There must be documented evidence that the site was used as a landfill
The documentation indicated that the site is owned by municipality (the City of
Miami), and subsurface soils sampling mauUa indicated elevated concentrations of
arsenic, barium, copper, and lead atseveral locations onsite.
The Preliminary Site Assessment Report prepared byT.Y. L!N |ntemotionakHJ Ross
(T`/L|N) dated January 30. 2014 included mmuho from 32 soil borings and eight
composite soil samples on the pnopedy, which indicated the presence of solid waste.
The extent and depths ba|uv, ground surface where the solid waste was found
indicate |ondfi||ingactivities were conducted a\the site.

Two temporary groundwater monitoring wells were installed on site. The
groundwater sampling results were reported as either non -detect, below regulatory
limits, or below laboratory method detection limits. To date, there is no indication of
groundwater contamination atthe site.
Based onour review ofthe documentation provided, this site appears to meet the
criteria for USF funding and qualifies to be added to the CLCIP |ioL If you have any
