HomeMy WebLinkAboutR-14-0033City of Miami Legislation Resolution: R-14-0033 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 13-01422 Final Action Date: 1/23/2014 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE A JOINT PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION, IN SUBSTANTIALLY THE ATTACHED FORM, ACCEPTING THE STATE OF FLORIDA'S CONTRIBUTION, IN THE AMOUNT OF $62,199.00, FOR OPERATING COSTS ASSOCIATED WITH THE OVERTOWN/HEALTH DISTRICT TROLLEY SERVICE; AUTHORIZING THE ALLOCATION OF THE CITY OF MIAMI'S ("CITY'S") REQUIRED MATCHING FUNDS, IN THE AMOUNT OF $62,199.00, FROM THE CITY'S SHARE OF THE TRANSIT SURTAX. WHEREAS, in an effort to reduce vehicular congestion, improve pedestrian mobility, and enhance transit service in the Overtown/Health District area, the City of Miami ("City") proposed the Overtown/Health District Route; and WHEREAS, the loop runs from Health District at Northwest 20th Street to Downtown Overtown at Northwest 3rd Avenue, Miami, Florida; and WHEREAS, the route circulates from Northwest 7th Avenue and Northwest 10th Street, Miami, Florida, with stops at several cultural institutions in Historic Overtown, including the Ward Rooming House, the Lyric Theater, and the Black Police Precinct and Courthouse Museum before returning to the Health District via Northwest 10th Avenue, Miami, Florida; and WHEREAS, the Florida Department of Transportation ("FDOT") has programmed $62,199.00 of State of Florida funds for operating costs associated with the Overtown/Health District Trolley service; and WHEREAS, the City is required to provide an equivalent match and enter into a Joint Participation Agreement ("JPA") for said purpose; and WHEREAS, matching funds, in the amount of $62,199 are to be allocated from the City's share of the Transit Surtax; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized {1 } to execute a JPA with the FDOT, in substantially the attached form, accepting the State of Florida's contribution, in the amount of $62,199.00, for the operating costs associated with the Overtown/Health District Trolley service. The City's required matching funds, in the amount of $62,199.00, are authorized to be allocated from the City's share of the Transit Surtax. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
