Purpose of Item:
A Resolution of the Miami City Commission, accepting the recommendation of the City Manager approving
the findings of the Evaluation Committee, pursuant to Request for Proposals ("RFP") 381313, to provide and
administer the examination process for the classification of Entry -Level Firefighter -EMT. Further, authorizing
the City Manager to negotiate and execute a Professional Services Agreement ("PSA") in substantially the
attached form, with I/O Solutions, Inc. Allocating funds from the various sources of funds of the user
department, subject to availability of funds and budgetary approval at the time of need.

Subject: Entry -Level Firefighter -EMT Examination Process, RFP No. 381313
Background Information:
The City of Miami Department of Human Resources is in need of securing a contract to provide and administer the
examination process for the classification of Entry -Level Firefighter -EMT. Request for Proposals No. 381313 was
issued on October 29, 2013 to secure a provider to perform these services. As required by the City's Procurement Code,
the RFP was advertised and issued online. On November 12, 2013, a total of four (4) proposals were received.
The Committee appointed by the City Manager met on December 9, 2013 for review and evaluation of the proposals
and, based on the RFP's requirements, recommended the City Manager to negotiate and execute a Professional Services
Agreement ("PSA"), with the highest ranked firm, I/O Solutions, Inc.; to provide and administer the entry-level
examination process -for the classification of Firefighter -EMT for the Department of Human Resources, for a period of
one (1) year, with the option to renew for one (1) additional one (1) year period; allocating funds from the various
sources of funds from the user department, subject to the availability of funds and budgetary approval at the time of
need; further authorizing the city manager, should negotiations fail with the highest ranked firm, to negotiate and
execute a PSA with the second highest ranked firm, Barrett & Associates, Inc.; further authorizing the city manager,
should negotiations fail with the second highest ranked firm to negotiate and execute a PSA with the third highest
ranked firm, Fire & Police Selection, Inc.; further authorizing the city manager, should negotiations fail with the third
highest ranked firm, to negotiate and execute a PSA with the fourth highest ranked firm, Psychological Services, Inc.
(psi), should negotiations fail with the fourth highest ranked firm; further authorizing the City Manager to reject all
proposals and issue a new RFP solicitation. Total estimated average amount is $125,000.00.
