Background Information:
The Letter of Concurrence with the State of Florida, Department of Transportation ("FDOT") arises out of
the negotiations among the City of Miami ("City"), the Federal Highway Administration ("FHWA"), the
FDOT as they relate to the granting of certification for local control under the premise of effective control,
more particularly defined by the Federal Highway Beautification Act. The concurrence sets forth the
relationship between the City and FDOT in regulating the provisions of Chapter 62/Article 8/Division 5 of
the City Code, providing for enforcement and mechanisms to amend the provisions of the Mural Ordinance
consistent with customary use.
