AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING CHAPTER 14,
ARTICLE II OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
ENTITLED "DOWNTOWN DISTRICT", MORE PARTICULARLY BY CREATING A
NEW DIVISION 3 ENTITLED "DOWNTOWN PEDESTRIAN PRIORITY ZONE",
CONTAINING SECTIONS ESTABLISHING THE DOWNTOWN PEDESTRIAN
PRIORITY ZONE, SETTING BOUNDARIES, ESTABLISHING STANDARDS FOR
PEDESTRIAN COMFORT AND SAFETY, AND PROVIDING THAT THIS DIVISION
SHALL GOVERN IN THE EVENT OF CONFLICTS; CONTAINING A SEVERABILITY
CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Miami Comprehensive Neighborhood Plan promotes a strong urban core
served by mass transit and characterized by high -density mixed -use development and a
pedestrian -friendly environment, and
WHEREAS, Chapter 14 of the Code of the City of Miami, Florida, as amended ("City Code"),
establishes a Downtown District in Miami, Florida, within which the Downtown Development Authority
is empowered to study, plan, and implement initiatives to aid the economic growth of the downtown
Miami area; and
WHEREAS, the 2025 Downtown Miami Master Plan calls for rebalancing roadways toward
transit, pedestrians and cyclists and enhancing the safety and walkability of downtown streets,
including Biscayne Boulevard and Brickell Avenue, Miami, Florida; and
WHEREAS, the Miami -Dade County Metropolitan Planning Organization's Downtown Miami
Bicycle -Pedestrian Mobility Plan recommends the establishment of a Modal Priority Zone to safeguard
the exceptional urban context of downtown Miami; and
WHEREAS, the City Commission finds that establishment of a Downtown Pedestrian Priority
Zone within which enhanced pedestrian comfort and safety standards for the design of all public
rights -of -way will promote the safety, health, amenity, economic vitality and general welfare of
downtown Miami;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are adopted
and incorporated as if fully set forth In the Section.
Section 2. Chapter 14/ Article II of the City Code entitled "Downtown Development/Downtown
District", is further amended in the following particulars:{1}

ARTICLE II. DOWNTOWN DISTRICT
Division 3. Downtown Pedestrian Priority Zone.
Sec. 14-63. Established; boundaries.
There is hereby created a Downtown Pedestrian Priority Zone (DPPZ), the boundaries of which shall
be concurrent with the boundaries of the Downtown Development Authority as described in Section
14-27 of this Code.
Sec. 14-64. Standards.
DPPZ standards for pedestrian comfort and safety are hereby established to account for the
exceptional urban context of downtown Miami, to safeguard its unique relationship between land use
and multi -modal transportation infrastructure, and to promote safety, health, amenity, economic vitality
and general welfare within the DPPZ. All public rights -of -way within the DPPZ shall:
provide a minimum six-foot unobstructed pedestrian path at all sidewalks,
provide perpendicular curb ramps at all intersections,
,(c) provide marked crosswalks at all intersections at all four corners and mid -block crosswalks at
blocks greater than 400 feet,
provide pre -timed fixed signals at all traffic controlled intersections with a minimum of one
second of crossing time for every 2.8 feet of street width.
al provide driving lane widths of no more than 10 feet, turning lanes of no more than 12 feet, and
sharrow lanes of no more than 12 feet,
fl provide sidewalk bulb -outs extending at least 20 feet from crosswalks in either direction at all
street intersections and curb radii not exceeding 15 feet,
provide broad spectrum (white) mid -block street lighting that ensures a consistent and uniform
distribution of illumination on all sidewalks,
provide continuous shade tree canopy on all sidewalks with widths 10 feet or greater; where
sidewalks are less than 10 feet wide, require adjacent buildings to have canopies, overhangs
and/or other architectural devices that provide shade onto the sidewalk area,
in be designed to and posted at a maximum speed limit of 25 miles per hour, and
a) prohibit "right turn on red" at all intersections.
Sec. 14-65. Conflicts with other chapters and regulations.
Within the DPPZ, this division shall govern in the event of conflicts with:
Lai other provisions of this Code,
the City's engineering standards as defined in Sec. 54-1 of this Code,
LO to the extent allowed by law, the minimum standards for public works construction as
promulgated in the Miami -Dade County Public Works Manual pursuant to Section 2-100 of the
Miami -Dade County Code of Ordinances. Variances may be requested from the Miami -Dade
County Public Works Director.

,(e� to the extent allowed by law, any other guidelines or standards of any other entity having
jurisdiction over public rights -of -way within the DPPZ.
Section 3. If any section, part of a section, paragraph, clause, phrase or word of this Ordinance
is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective immediately upon its adoption and signature
of the Mayor. {2}

immediately upon override of the veto by the City Commission or upon the effective date stated herein,
whichever is later.
