The police department is requesting a sole source finding for the purchase of a VideOversightTM
the premier Interview Recording & Case Management System to include delivery, installation,
configuration, training and warranty for the police department's Criminal Investigations and
Internal Affairs Sections from Microception, Inc. located at 4555 Mansell Road, Suite 300,
Alpharetta, GA 30022 for a total amount of $89,838.00; allocating $86,650.00 funds from the
Justice Assistance Grant (JAG) Program Year 2011, Project No. 19-190005, Award 1813,
Account No. 12000.191602.664000 and $3,188.00 from the Police General Fund, Account Code
No. 00001.191501.664000. Based upon the attached, please take the necessary steps to verify
that Microception, Inc. located at 4555 Mansell Road, Suite 300, Alpharetta, GA 30022, is the
sole provider of VideOversightTM, premier Interview Recording & Case Management System.
Upon completion of your findings, please forward a copy of the Resolution and the Agenda
Summary Form for our files.
The video recording of interviews and confessions of suspects during investigations is critical for
court presentation; since, it boosts the credibility of investigators and negates any allegations by
suspects of false or coerced confessions. Most major police departments have resorted to video
recording all the statements and confessions of suspects. Currently, the department only has an
older version of a video recording system in place within our Homicide Unit, which has become
obsolete. This system is currently being used by the Miami -Dade Police Department, Florida
Department of Law Enforcement and Miami -Dade County State Attorney's Office to exchange
case file information
Microception, Inc. affirms that they have spent years designing, developing and implementing
VideOversightTM, the premier Interview Recording & Case Management System, specifically for
law enforcement agencies and child advocacy centers. As a result, VideOversightTM is the only
interview recording system that provides features of a fully integrated system not available in
other systems. (See attached sole source letter from the vendor.)

Subject: Sole Source Certification for Microception Inc.
Dear Assistant Chief Roque,
The purpose of this letter is to certify that Microception, Inc., headquartered in Alpharetta GA, is the
sole developer, owner and distributer of VideOversightTM, the interview recording and management
system planned to be implemented by the City of Miami Police Department.
Microception's VideOversight is the leading enterprise -wide interview recording and management
solution for law enforcement and child advocacy centers in North America. Part of the success of
VideOversight is the fact that it employs unique features, such as multiple layers of access controls
for unprecedented security, and a unique architecture that allows large numbers of interview rooms,
across different agencies, to be managed as a single, cohesive system on an agency's network domain
(see attached Sole Source Paper for additional unique features).
Since its commercial launch in 2006, VideOversight has been deployed in over 400 interview rooms,
representing over 100 agencies across North America, including police departments in both state and
regional capital cities, such as Raleigh NC and Ottawa Canada (see attached Reference List and article
on the Ottawa Canada Police Service implementation).
Microception also has several agencies currently deployed in Florida. In fact the very first
VideOversight system was installed at the Clearwater FL Police Department in October 2006. Since
then the Clearwater system has been expanded twice to include a total of 7 interview rooms across
3 locations. Another example in Florida is the Orange .County Sheriffs Office, which currently has 7
rooms across 4 different locations and is planning to add another 5 rooms distributed across 2 more
locations.
VideOversight is protected by copyright and may not be distributed or resold without Microception's
permission. To ensure a consistent standard of support, Microception eliminated its reseller program
in the US and only sells VideOversight direct to the end user. In addition, VideOversight only works
with the March Networks line of video recording appliances, and Microception is a national Certified
Solutions Provider (CSP) for March Networks. So, not only is Microception the sole provider of the
VideOversight software in the United States, but no other vendor is authorized to implement a fully
integrated VideOversight/March Networks solution in the Miami -Dade area.

I am requesting that Microception be recognized as a sole source. They are the providers of
Interview Recording and Case Management System hardware and software in which the City of
Atlanta Police Department hope to utilize to provide as a effected investigation tool for Criminal
and Victim Wittiness Case interviewing process.
The Atlanta Police Department is requesting to do business with Microception through the
approved procurement process. Microception VideOversight has a track history for
incorporating and maintaining the support and training of the electronic recording custodial
interrogations and -investigation case management software. Law Enforcement agencies locally
and nationally has benefited from the VideOversight recording and case management software
through their improvement of interrogation standard procedures, reduction of written omissions,
stronger prosecutions, and the irrefutable video evidence.
Microception VideOversight Solution comprised•of proprietary software solutions that is
combine with video archived data, to be shared through a browser base interface, multi -layered
with access controls to protect the information integrity. System integration allows multi -users
and departments search capabilities to process and make annotation on the active case
management throughout the investigation process. VideOversight capabilities have being
developed incompliance with Law enforcement input and guidance, thus providing a more robust
and usable tool for active case management.
Per Department of Information Technology research and review no other vendor has develop and
integrated- a case management software tools to be modified and stored active and archived
video data within a fully integrated system. Base upon the application tool abilities, law
enforcement references and the investigations of APD. I am requesting that Microception
VideOversight System be granted as a Sole Source.

This sole source request is made for Microception, Inc., for the VideOversightTM Solution System for the
City of Atlanta, Atlanta Police Department.
Having conducted an investigation of the available sources regarding the materials, goods and/or services
stipulated herein pursuant to § 2-1191 of the City of Atlanta Code of Ordinances, Sole Source Procurement, my
findings are the following:
1. Microception, Inc. — Is a sole source provider for the VideOversightTM Solution System. Microception's
applications, products, and services add a new visual dimension to information gathering and reporting
systems by delivering high quality video and audio linked to relevant data, by transforming video into
knowledge. Microception's primary offering is VideOversightTM, a system for recording, archiving, and
managing interviews in law enforcement agencies. VideOversight has been deployed in hundreds of
interview and observation rooms across North America.
2. Microception, Inc: — VideOversightTM is an electronic recording of custodial interrogations and
investigative interviews that is a powerful and efficient law enforcement tool. Coupled with sound policies
and procedures, the video system can protect the rights of defendants while ensuring a factual presentation
of evidence, making it a persuasive tool for prosecutors and juries alike, VideOversightTM is the latest, most
advanced offering in this field. By combining advanced digital video technology with comprehensive case
management software, VideOversightTM delivers alruly powerful video monitoring, recording, archiving,
and case management tool for law enforcement agencies.
3. Microception, Inc. — Is located at 4555 Mansell Road, Suite 300, Alpharetta, GA 30022.
This sole source verification was confirmed by Mr. Karl Parandjuk of Microception, Inc. And the sole source
product information was researched and obtained from website www.microceptioncom.
I, Adam L. Smith, by the authority vested in me pursuant to § 2-1191, do hereby approve, direct and
authorize the sole source procurement for the Budget Year: ("2013-2014").
