Purpose of Item:
!AnOrdinance amending Chapter 54 of the code of the City of Miami, Florida, entitled "Streets and
Sidewalks" by amending Section 54-190 entitled "Nonstandard Street Widths" to reduce the zoned
street right of way width of North Miami Avenue from North 5 Street to North 8 Street and from
North 9 Street to North 11 Terrace.
This item passed on First Reading at the November 21, 2013 Commission Meeting.

Background Information:
The original zoned right of way width of North Miami Avenue between North 5 Street and North 11
Terrace was 70 feet. In 1986 the City Commission, by Ordinance Number 10077, dated February 13,
1986 established a zoned base building line width of 95 feet for this roadway, thereby reserving
additional property in anticipation of future widening in accordance with the Southeast Overtown/Park
West Redevelopment Plan. An evaluation of the current conditions west of Biscayne Boulevard reveals
the following:
1. There is already significant existing development to the north and south that would preclude North
Miami Avenue from ever reaching the specified 95 foot width in the future.
2. The zoned width of North Miami Avenue north of North 11 Terrace to the north city limits is 70 feet
wide.
3. Requiring these blocks to be widened would be of limited benefit to traffic circulation.
4. The City's streetcar project and Metromover provide premium transit access to the adjacent properties
to encourage the usage of transit in the urban City core.
The Public Works Department's review of this transportation corridor reveals that a 70 foot wide
roadway adequately serves the transportation needs of the public.
The zoned width of the segment of North Miami Avenue between North 8 Street and North 9 Street was
previously reduced to 70 feet wide to accommodate the development of the NAP center, by Ordinance
Number 11946, dated July 27, 2000.
The Public Works Department is recommending to the City Commission that the zoned base building
line width of North Miami Avenue from North 5 Street to North 8 Street and from North 9 Street to
North 11 Terrace be reduced from 95 feet to the original 70 feet right of way width. This zoned width
reduction is compatible with current and future regulated development.
The Departments of Police, Fire -Rescue and Solid Waste have been notified of the proposed reduction
of the zoned width of this right of way.
