Purpose of Item: Law Department Matter ID No. It is respectfully recommended that the Miami City Commission adopt the attached Resolution authorizing a contribution to People United to Lead the Struggle for Equality, Inc. (P.U.L.S.E.) "HOTSPOT" campaign and allocate funds in an amount not to exceed $40,800. Funding is available from the Law Enforcement Trust Fund, Award No. 1169, Project Number 19-690001, and Account Code No. 12500.191602.883000.0000. Background Information: The Miami Police Department continues to support the efforts of those organizations that assist the department in its fight against criminal activities. P.U.L.S.E.'s goals and objectives are to provide services that improve the quality of life for low to moderate income citizens of the City of Miami and advocate for this constituency. P.U.L.S.E., through its HOTSPOT campaign, has established an anonymous system for reporting criminal activity, as part of their crime prevention initiative. P.U.L.S.E. is requesting funding to defray their expenses of organizing and administering the program. P.U.L.S.E. reported that from July to September of 2012 the HOTSPOT Campaign received 353 complaints that were addressed, which resulted in over 150 arrests and drug confiscation, promoting law and order to many parts of the community. During 2013, the program was expanded citywide and received approximately 51 tips from District 1, 138 tips from District 2, 86 tips from District 3, 100 tips from District 4 and 258 tips from District 5, a total of 633 tips.
